Job Title:SHE Manager

Report to: General Manager & Site Director

Business Unit: DHC

Location: Chifeng

Purpose of the job

1. Act as interpreter of SHE legislations, regulations and DSM Corporate SHE requirements, to define, implement, maintain and continuously improve the SHE policy, plans and procedures of site.

2. To monitor, audit and report on compliance and progress, identify hurdles and facilitate the PDCA cycle.

3. To give professional advice and technical support to site/line management team.

The Position:

Key Areas of Accountability / Responsibility

1. Develop, maintain, evaluate and improve the site SHE policy/instructions/procedures with the site/line managers to ensure they are in compliance with national and international laws and regulations, DSM corporate requirements, certification standards (ISO) and sustainability requirements.

2. Develop a Behavior Based on SHE Program, ensure enough attention are paid on behavior and through continuous efforts on the behavior thus to improve the SHE awareness at all organization levels and safe behaviors are visible within the organization

3. Advise and challenge site management in translating SHE policy into annual and longer-term SHE plans and in setting priorities and short-term and long-term targets. Support line managers to identify issues that need improvement and/or identify hurdles to do so.

4. Provide technical support for Site in SHE aspects, such as advising on SHE training programs, support in the conduction of SHE studies etc. to ensure enough knowledge for the management team.

5. Monitor and report the Site SHE performance and Compliance progress; analyze trends with respect to incidents and/or behavior observations. And communicate the results within the site, thus to facilitate the PDCA Cycle in SHE aspects, to get continuous improvement in SHE works.

6. Act as coordinator for site around SHE activities, to organize and co-execute SHE inspections and audits within the site.

7. Take the lead in investigating serious SHE incidents, provide technical support, and share the valuable cases within the organization.

8. Manage, develop, coach and motivate subordinates to voluntary contribute to departmental and company goals, appraising each subordinate in a timely manner concerning their contribution and providing a positive psychological work environment to ensure greater individual and team productivity and improved operating efficiency.

9. As Site MT member, contribute to the establishment of the manufacturing plan and implement action(s) within responsibility. Proactively support MT to promote site continuous improvement culture on quality, Security etc.

10. Promote and support the right management style, attitude and approach for a safe working environment

Authorities

1. Veto any procedure or practice which violates the SHE policy or requirements.

2. Stop any unsafe behaviors or activities in the site.

3. As a company SHE Management representative, communicate with local authorities to deal with SHE related issues.

Projects or Special Assignments

1. Monitoring SHE implementation and providing consultancy for projects.

2. PSLC：

1) Lead PSLC on Site

2) Ensures the process safety life cycle is technically managed in a consistent way. Coordinates the auditable trail for process safety scenarios including updating in case of (experience based) improvements. Perform basic SHE-trainings on site.

3) Support Process safety tools on site (e.g. SMAS, PSN-GN)

4) Keeps informed on changes in requirements (legal, DSM) and guidelines and provides for implementation proposals

3. PSN Tier 2 member

1) Represents the site in TIER 2 network

2) Normally same person as Lead PSLC on site

4. Incident Investigation & Follow up

1) Analyses relevant process safety incidents on site.

2) Defines follow up and lessons to be learned.

3) Informs colleagues on other sites with similar potential risks

5. Evaluation of process safety performance (KPI’s)

1) Evaluates process safety performance on the basis of lagging and leading indicators.

2) Derives improvement actions and recommendations from PS-KPI evaluation.

3) Shares these recommendations within site

6. Legislation implementation

1) Keeps track of relevant changes in local legislation. Ensures these changes are being addressed and Site management is being timely advised

7. Auditing / Peer Review

1) Provides for peer review on Sites (and BU staff groups) on various aspects of the process safety life cycle

2) Review on basis of comparing the actual situation with up-to-date knowledge of DSM standards and ambitions with technical safety

3) Identifies best practices and supports dissemination of such practices

The Ideal：

1. Knowledge of and experience in other relevant disciplines

1) 6 - 8 years broad experience in the chemical or other industry on production or engineering

2) 2-3 years on multinational experience on SHE manager.

2. Managerial and social knowledge and experience:

1) Good communication and social skills

3. University degree major in chemical, chemical engineering, safety, environment or related subjects.

4. Cross the broad knowledge, solid understanding of ISO & other SHE management system

5. Good command of both Mandarin and English languages

6. Proficiency in PC based applications
