With data as a critical asset for Citi, Data Governance and Data Quality remain top priorities that are essential for sound decision-making, strong risk management, effective customer analytics, and accurate regulatory reporting. Data Quality Management involves planning, implementing and controlling activities to measure, assess, improve and ensure the fitness of data for use.

 

Reporting to the China Data Governance Officer, this role will drive the strategic initiatives to improve data quality addressing both global and local regulatory requirements for China franchise. He/She will work closely with the in-country and regional Business, Operations, Technology and the Data Governance team to drive data quality improvements within the countries. The roles and responsibilities include:

Responsibilities:

·         Facilitate data governance projects to address local regulatory requirements such as CBIRC data governance requirement

·         Support the priorities and initiative of China Data Governance Office with the responsible for implementing data governance mechanism construction

·         Support and drive Data Standard Adoption / Data Demand Management for China by

1.     Reviewing and fine tune the implementation of the Global Data Standard Adoption in China;

2.     Institutionalizing identification of CDEs and measurement of the CDEs

3.     Establish and drive China Data Demand Management process

4.     Support the China Data Governance Office by reviewing the relevant Citi data governance and data management policies /processes and institutionalize these in China with the appropriate training and awareness

·         Support and drive Data Architecture / Reporting Platforms / Data Standard & Analytics for China by

1.     Review and finalize the Data Architecture for China's implementation that will comply with Citi's EIA standards

2.     Review the current state of reporting platforms deployed in China, finalize the recommended reporting platform(s) and begin the construction of the target reporting platform

3.     Determine authoritative data sources (ADS / SDR) for China

4.     Finalize Data Catalog solution

5.     Strengthen existing Data Analytics across various departments

·         Implement Data Quality reports to review data regularly to ensure the problems do not recur

·         Present the key data quality metrics and project progress to country and regional senior management for strategic engagement and decisions

·         As this role will require frequent interaction with global partners, the candidate must be willing to handle conference calls in the evening

 Qualifications

 

• 5-8 years of experience
• Familiar with banking industry business and with understanding of
• Risk & Finance;
• Operations & Technology;
• AML & Compliance.
• Experienced in the implementation of Enterprise Information Management program
• Experienced in program management and Data Architecture
• Data quality management experience
• Good ability in strategic thinking and the ability to frame business problems. 
• Good business acumen and technology understanding to be able to propose relevant technology solution or operational process improvement to address data quality issues
• Ability to connect and communicate with senior management, e.g. ability to illustrate and relate the impact of data quality to the organization
• Experience in data quality improvement initiatives would be preferred
• Ability to engage the right stakeholders to improve/enhance the existing governance and processes for data quality
• A strong collaborator with a demonstrated ability to influence broadly and challenge conventional thinking.  Experience in collaborating with cross functional teams
• Outstanding analytical and organizational skills with an attention to details

Education: 

o   Bachelor’s/University degree or equivalent experience
