POSITION SUMMARY- Package Gas Plant Manager 厂长（化工）
Purpose

The position is part of the Packaged Gases (PG) China Supply Chain organization, responsible for executing the PG China supply chain operations strategy and ensuring the that operation has the correct balance of cost and customer service in their operations.

Nature and Scope

The Plant Manager is a critical member of the PG China supply chain team. Supported by a knowledge of “Continuous improvement” practices (LSS, Kaizen,SMED) the individual will use their knowledge and experience to ensure that the daily plant and transport operations are executed in a safe and efficient manner. The individual will strive for excellence in safety, customer experience and low cost execution across the country

At present the plant and transport operations account for 40% of the total PG China Supply chain spend (18% and 22% respectively). With the business seeing significant growth across the region we have to ensure that we execute our daily operations strategy in a safe and controlled manner to ensure the PG maintains its high level of profitability. To do this the Plant manager will be responsible for organizing and managing their staff so that they work as a team towards achieving the Package Gas Operations targets.


DIMENSIONS

Plant and Transport budget: $2MM (depending on operation size)
Controllable assets: $5MM (depending on operation size)


PRINCIPAL ACCOUNTABILITIES

1. Ensure that each plant and transport operation is working in accordance with *** global EH&S, operational and quality standards
2. Ensure compliance with local and national legislation
3. Utilize continuous improvement techniques to strive for operational excellence
4. Work with the commercial and CSO team to minimize the On Time in Full (OTIF) failures in a through excellence in the production and distribution operations
a. Operate at the business defined level of production plan compliance
b. Design an operation to minimize failure to supply customers through the failure of plant equipment, personnel shortage or raw materials
c. Minimize failure’s to supply customers through the failure of transportation equipment or personnel shortage
5. Balance the need for a high OTIF with the need to operate the plants and transport activity in the most cost efficient manner
6. Use KPI’s to obtain the correct balance between customer service and cost
a. Benchmark similar plants across the country, work with the country teams to identify and understand best practices or gaps in each operation and drive for excellence across the region
.

JOB REQUIREMENTS

1. University degree
2.10years experience in a production/operational background
3. Experience in continuous improvement tools, specifically lean six sigma tools
4. 3 years experience in managing and optimizing operational activities
