II.   POSITION SUMMARY

 

This position is the Material Controller at site of Gasification Project which is executed by Gasification Project Execution Unit. The incumbent is responsible for management of material and equipment, purchased by AP (or purchased by others but managed by AP at site), delivered to site for large-scale Coal Gasification & Purification projects.

 

 

III,         NATURE AND SCOPE

 

The incumbent is expected to be expert on material management, ensuring that the material and equipment at site can meet construction requirements and are at the minimum level of wastage and loss. Provide excellent and safest service, as part of construction, to project execution.

 

 

IV. DIMENSIONS:

 

Annual Project Authorizations:                         $1,000 – 3,000 million

Project Size Range:                                                 $500 – 1,000 million

Number of Direct Reports:                                  0

Overall Supervision:                                               2-5 contract staff

 

 

V. PRINCIPAL ACCOUNTABILITIES

 

This position is accountable for the following:

 

• Organize and manage a competent material management team at site.
• Planning and arrangement for material storage area and warehouse labor
• Responsible for receiving\inspection\managing\distribution material/equipment purchased by AP, or by others by managed by AP.
• Responsible for managing and filing material/equipment QA documents from Vendor，turn-over these Vendor documents to Plant after Project Completion.
• Responsible for tracking PO status, recording the actual arriving date of the material/equipment, reporting updated PO list to Site Manager and Project Manager.
• Responsible for tracking material/equipment delivery progress according to PO delivery schedule.
• Response for informing contractor to unload material/equipment in advance, instructing contractor to unload material in correct ways and managing the material in correct way.
• Responsible to organize site construction superintendent, supervision company and contractor to open material/equipment box for inspection, accounting, recording the MRR report, inputting NCR Report if find material damaged, deviation, shortage, missing QA documents etc.
• Responsible to manage & store & distribute the material, issue material according to approved MIR, store material/equipment MIR & MTR record, update the warehouse account,
• In charge of accounting material warehouse periodically, updating the material list timely.
• To inspect material managing status by contractors after material issued to them, instruct contractor to take right way to reserve AP material after contractor received material, and report Ste Manager for this status.
• To manage Plant Spare Parts Material, transfer spare parts and remaining material to Plant after Project Completion.
• To communicate with Project Coordinator at Home Office, understanding the PO status of material and equipment, getting latest PO timely.
• Update MRR LOG and send to Project Coordinator at Home Office per day
• Issue material management daily report as requirement.
• Issue material weekly report as requirement.
• Other tasks related with material/equipment management.

 

V.        MINIMUM REQUIREMENTS AND QUALIFICATIONS

 

• Incumbent is expected to have Bachelor’s Degree of Engineering or equivalent;
• Minimum 8 years material management experience at construction site;
• Excellent computer skills, especially in Excel.
• Strong execution capability
• Good communication and interpersonal skills
• Good spoken and written English

Advantages:

• Knowledge and experience of industrial gas projects, especially coal gasification /purification projects;
• Experience in international engineering company or high ranked local EPC;
• Knowledge and experience of SP Material Management system.
