JOB OBJECTIVES:
He/She is responsible for the preparation of authority approval/permitting documents and the supervision and coordinaton of contractors. The communication with local authorities and the consulting to BASF internal clients and project members about local authority requirements is within the scope of this position. He/She has expertise in authority engineering procedures for chemical plants and set-up of legal entities in China. He/She is responsible for investment volume of up to ? 100 million.
RESPONSIBILITIES:
1. Clarify and foster project specific authority approval/permitting procedures (esp. support on project approval and construction permitting) and ensure the timely accomplishment
2. Support project team during authority engineering - e.g. internal and external consulting in EMA (Department) - to get relevant authority permitting approvals
3. Represent owner throughout authority engineering
4. Review and coordinate assessments and reports (PAR/FSR, EIA, LSHPA, OHPA etc.) prepared by contractors
5. Consult BASF internal clients and project members about local authority requirements and procedures
6. Establish and maintain good relationship with local officials at BASF sites
7. Collect and update approval and permitting information
8. Support manager and Client to establish legal entities would be an advantage
9. Supervise and coordinate contractors and functional departments within BASF
10. Has to have knowledge about land auction procedures; support land auction will be an advantage
REQUIREMENTS:
1. Bachelor degree with major in Engineering (Chemical Engineering preferable)
2. At least more than 7 years work experiences. More than 5 years work experiences in specific professional field (in authority engineering function).
3. Open minded active, creative team-player and self-motivated.
4. Skilled in relevant software and tools like MS Project, MS Office
5. Proficient spoken and written English and Chinese (mandarin) skills
