职位描述

Citi Realty Services (CRS) is a division of Citi Operations & Technology (O&T), providing real estate support services to all Citi businesses. CRS is dedicated to provide all Citi businesses with premises that are cost effective, safe, and productive and valued by our customers as a strategic partner in their successes and by our employees.


Responsibilities:

    

Management and Strategy

    

·          Manage the day to day operational aspects of Citigroup Corporate premises in north China, including Dalian, Tianjin and Beijing etc.

    

·          Client manager for all the CSC sites in China including Dalian, Shanghai and Guangzhou.

    

·          Manage the critical facility for the sites listed above.

    

·          Developing, implementing and managing a Country/cluster Asset Management strategy for the portfolio to support the business plan.

    

·          The position will require the individual to be on call 24 hours a day for FM issues. The person will be a key member of the COB response team.

    

·          Providing ad hoc reports to CRS local and regional management


Financial Management

    

·          Overall P&L responsibility for Property Assets under management

    

·          Manage, controls, analyzes, forecasts and reports expense for each assigned facility.

    

·          Manage closely utility consumption and develop and administers a comprehensive expense reduction program.

    

·          Preparing annual budgets for all Asset Management capital works and expenses; monitoring expenditure against plan and preparing variance analysis reports

    

·          Inventory management of Citigroup’s non-technology assets including reporting to local financial control teams and external auditors 

    


Facility management

    

·          Working under direction of sub regional programme manager, assisting in the implementation of the regional FM strategy within China in support of the CRS China business plan.

    

·          Supporting the dissemination and implementation of best practice and service innovation initiatives coming from regional partners and service innovation initiatives across China

    

·          Executing the Citi review programme utilising regional templates to provide an independent verification of vendor performance and identify areas of non performance at an early stage. Utilise these reviews to verify vendor self assessment and KPI reporting to ensure that provide a consistent means of measuring service delivery across China and indirectly the region   

    

·          Ensuring the utilisation of technology and other databases are being utilised correctly by the vendor and the information they contain is accurate.  This will be achieved by on-site review and sample testing. 

    

·          Ensuring compliance with Citigroup’s CRS Operating policies and procedures, Health and Environmental standards and with all related local regulations. Employing continuous improvement techniques to work toward minimising/eliminating health, safety and environmental risks to staff, clients and contractors as well as to premises and assets again achieved by sample testing.

    

·          Monitoring compliance with statutory national, regional and local authority regulations in connection with the FM discipline. Verifying records and reports are maintained as required as part of the testing regime

    

·          Liaising with and supporting, where applicable, other CRS functions to ensure effective project delivery and customer service

    

·          Providing ad hoc reports to CRS local and regional management.

    


Area service delivery

    

·          Manages construction projects in the country to ensure timescales, specifications, quality and costs are achieved within approved

    

parameters.

    

·          Plans and establishes the overall objectives, client design brief, financials, and scope of works and master timelines for construction

    

projects with various internal business units.

    

·          Participate in real estate site selection for new premises and provide advice to the CRS Country Head on property strategy as required.

    

·          Inspects and evaluates prospective sites/buildings as part of due diligence exercises.

    

·          Support Real Estate transactions including lease renew and new space deals. 


Risk Management and Compliance

    

·          Ensuring compliance with Citigroup’s CRS Operating policies and procedures, Health and Environmental standards and with all related local regulations. Employing continuous improvement techniques to work   toward minimising/eliminating health, safety and environmental risks to staff, clients and contractors as well as to premises and assets.

    

·          Ensure compliance with Asset Management related Citi / CRS policies and standards, together with any local Authority regulations. Maintain records and reports as required

    

·          Identify and investigates legal and regulatory issues.  Is responsible for maintaining code compliance, environmental guidelines, critical systems testing and emergency procedures in the facility.

    

·          Ensure preventive facilities maintenance program is maintained and regularly updated as required, utilizing and coordinating contracted services and vendors, in accordance with Citi’s guidelines in order to minimize equipment failure and maximize equipment efficiency. Periodically inspect facilities and ensure proper operation and management of all building systems.

    

·          Responsible for obtaining all necessary building related licenses and permits

    

·          Ensure timely reporting and updates to Citigroup Insurance Risk Management (CIRM) on all matters relating to building insurance.

    

·          All other compliance requirements relating to the Asset Management function including but not limited to Risk and Control Self Assessment, Records Retention and Information Security 

    

·          Maintenance of a CRS Continuity Of Business plan, including updating of Living Disaster Recovery Planning System (LDRPS) and close coordination with Country COB officer.

Vendor Management

    

·          Developing and managing a full facilities management program utilising and coordinating contracted services and vendors engaged in fabric, plant and equipment maintenance.

    

·          Conducting proactive Vendor Management in line with Citigroup procedures; to include maintenance of approved vendor list, tendering, awarding and monitoring of contracts and any other procurement activity related to the Asset Management function

    

·          Management of all aspects of outsourced resources including performance measurement through the development and utilisation of Service Level Agreements and Key Performance Indicators.

Business Relationships

    

·          Key Customer Liaison with businesses and tenants to facilitate all occupancy needs and requirements

    

·          Liaising with Building owners, Managing Agents and tenants (if any) on all aspects of Asset Management Activities but especially to lease obligations and building resilience

    

·          Liaising with and supporting, where applicable, other CRS functions to ensure effective project delivery and customer service


Knowledge/Experience:

·       Knowledge of local regulations and building controls authorities policies/procedures

·       Knowledge of local vendors/contractors and their best practices

·       Comprehensive knowledge and expertise in building systems

·       Good working knowledge of practical Health and Safety within the built environment 

·       Practical Experience of Procurement activity especially in relation to the specification of services contracts and fabric, plant and equipment replacement 

·       Good experience in an International Corporate environment, including building/property management and maintenance management

·       8 -10 years experience in buildings operations and management, preferably within a Multi-national organization,

Sound knowledge of Citigroup businesses and agencies

Skills:

·          Excellent communication skills and fluency in English

·          Strong technical expertise for HVAC and critical facility management

·          Strong understanding of REMS or similar applications and other FM software as applicable

·          Experience in using Microsoft Office software in a business problem solving context

·          University degree, at least 8-10 years experience in building operations and management

·          Strong analytical skills. Experience in financial management and budget control
