Be a part of Agilent's dynamic and talented Global Talent and Asia Pacific Acquisition and Mobility organization! In the role of Recruiting or Talent Acquisition Manager for Asia Pacific and China, you will manage the recruitment service delivery for all of Agilent's businesses across Asia Pacific and China. This role reports to the VP of Asia Pacific HR and Agilent's Global Staffing and Mobility Director.
As the Asia Pacific and China staffing manager you will be the primary point of contact for our VP of Global Talent, all Asia Pacific Country HR Managers, Country Staffing Managers, Recruiters, external Recruitment Process Outsourcing (RPO) vendors, and Business HR Managers (BHR) for all matters related to Asia Pacific and China Staffing. This role can be based in Shanghai, Hong Kong, or Singapore.
You will drive Agilent's Global Staffing and Mobility programs to provide customer-focused, compliant programs, services and consultation and to enhance and deliver on our businesses talent acquisition plans consistent with Agilent's values, policies and programs.
This role will also be responsible for sourcing, screening and recruiting candidates for critical, senior/executive searches to meet business needs. To be successful at this role you will need to have strong leadership, influencing, and collaboration skills, stay abreast of our competitive landscape, market practices and conditions, manage vendor relationships, partner in implementing global talent acquisition policies and programs including our campus recruitment program.
Responsibilities include the following:
Achieve and maintain operational excellence across the region and China through meeting Global Staffing function priorities and goals/KPIs (ex: time to fill, hiring manager satisfaction, new hire satisfaction, campus hire %). Closely monitor recruiting metrics/Staffing Scorecard; provide guidance and develop and implement corrective action plans as needed.
Partner with Country HR and Staffing Managers to ensure their respective staffing teams adhere to Global Staffing policies and processes across the region and keep current on legislative matters to ensure compliance
In partnership with Agilent's Global Sourcing partners, manage our RPO vendors and continuously evaluate recruiting needs, make recommendations as appropriate to achieve optimum support for the businesses hiring needs
Provide sourcing, screening and recruiting candidates for critical, senior/executive searches to meet business needs
Function as the regional lead in the implementation of Global Staffing policies, processes, and projects
Work with Country HR and Staffing teams to ensure recruitment resources are sufficient to meet business hiring need/demand. Monitor closely/lead high visibility, senior level searches for the region
Partner with BHR to translate the workforce plans of each business into recruiting strategies and implement these strategies to meet the needs of the businesses, be creative, cost-effective, and timely while providing quality, diverse candidates.
Maintain regular touch points with key partners and functions such as Business HR, Country HR, Country Staffing addressing issues/escalation in an effective and timely manner
Make recommendations to Country HR Managers regarding the development needs of their recruiting teams in the areas of business acumen, consulting skills and service delivery capability
Partner with other Regional Staffing Managers and Global Staffing Program managers on activities around, but not limited to: talent acquisition branding, employee referral, campus and intern program, mobility program. Provide regional perspective as needed.
Support execution of region and country level campus and intern program initiatives, and partner with Global Staffing on implementing new initiatives
Act as Staffing liaison on M&A activity and key business initiatives (ex: hiring projects) for the region and China
Monitor recruitment agency coverage for the region and China, making changes to the recruitment channel matrix as needed. Ensure compliance and consistency in engaging and managing recruitment agencies.

Bachelor or Master's Degree or equivalent experience in Human Resources and Organization Design. Technical Degrees including STEM is an advantage
Eight (8) or more years of experience managing scientific and/or technical recruiting teams.
Demonstrated track record of success in leading successful, dynamic internal and external recruiting organizations in Asia Pacific and China, and effectively partnering across HR functions and with other organizations.
Strong vendor management, project management, and analytical skills.
Technically savvy and experience using applicant tracking systems (ATS) and HR reporting tools.
Previous recruiting agency experience as well as recruiting vendor management experience is a plus.
Proficiency in both English and Mandarin required.
