Job Title: WWTP&Facility Manager

Business Group/Unit: DNP/Maintenance/M&T

Service Group/Unit: DSM Vitamins (Shanghai) Ltd./Xinghuo site

Reports to: Maintenance Manager

The Challenge

  1. Manage the execution of all facility management tasks within a team in accordance with QSHE- and Manufacturing requirements.

  2. To ensure the normal and effective operation of the utility equipment, by leading the operators in their tasks of supplying the necessary utilities to the production plants in the most economic way and SHE responsible way.

  3. To ensure all effluents from the site (process effluent, sanitary effluent) are collected and treated in order to comply with the local legislation and discharge standards.

  4. To be able to manage different people, different technologies and plants

  5. To give the right priority between the different requirements from plant owners, maintenance and facility management

  6. To adapt the resources to fast and very frequent planning changes

  7. To keep technicians and contractor workers trained on all QSHE requirements

  8. Some complexity due to different technologies and facilities handling the different waste streams.

  9. Interactions between different departments and business groups (DNP, DFS, DR) may cause some complexity, but this is mitigated by having regular coordination meetings among different depts/BGs

The Position

  • SHE & Security Responsibilities:

  1. Managing the plants in such a way as to safeguard the daily operations to be carried out in a SHE responsible way. This involves

    1. Assessing the risks of activities and authorizing (issuing) safe work permits and ensuring that equipment is handed over safely for maintenance.

    2. Supervising safe operation of the processes and safe performance of operational and maintenance work. Ensuring safety procedures are followed and making a daily safety round and carrying out housekeeping duties;

    3. Reporting incidents and accidents.

  2. Follow DSM security policy and requirements to do gap-analysis regularly and make action plan at responsible department.

    1. Translate policy into own work plan within department.

    2. Training and coaching to first line staffs and make sure policies are understood.

    3. Ensure all operational controls are in place, including but not limited to implementation of:

      1. objects management;

      2. Key management;

      3. information management;

      4. physical control of area/building

  • Key Areas of Accountability / Responsibility

  1. Monitoring the quality of the utility and WWTP, the efficiency of the utility and WWTP equipment to make sure the equipment running at most economical way. Regularly checking the shift records and energy records to ensure the normal operation of utility and WWTP equipment and to raise abnormal energy consumption immediately.

  2. Maintain reliable and accurate records to document incoming and outgoing effluent flows (quantity, COD load, N-NH3 load and others). Maintain and update regularly mass balances for the various WWTP units.

  3. Store and collect solid wastes, record quantities and arrange for transportation off-site, in close coordination with SHE and using SHE approved contractors.

  4. Decide about requirements and optimal use of resources and manpower within given time limits.

  5. Supervising compliance with operating instructions and procedures.

  6. Ensure all equipment and facilities are in a safe operating condition, and are well maintained. Set up preventive maintenance plan and calibration schedule (in agreement with the maintenance gatekeeper) for equipment and instruments with Quality, Health, Environment and Safety guidelines and instructions and actually do so.

  7. Effectively manage the Operate Plant and Asset Utilization work processes and interfaces with the other Manufex work processes.

  8. Ensure all the products and activities within the department meet the requirements of customers.

  9. Ensure compliance with all SHE & Q requirements and regulatory directives applicable in the Operations and contractor.

  10. Be an inspiring example to all direct and indirect reports with regard to SHE and Quality.

  11. Good communication with the manager to ensure the site and the department information to everybody.

  • 5S

  1. Clearly understand Xinghuo site 5S SOP, 5S standards and Visual management system;

  2. Define the system of rewards and penalties for 5S performance (to team and to individual);

  3. Make budget for 5S activities according to the implementation plan;

  4. Good role model and show 5S leadship on spot;

  5. Set the team target for short-term and long-term improvement;

  6. Organize 5S SOP review /update;

  7. Offer/search the source to support team’s 5S standard improvement;

  8. Monitor/evaluate shop-floor leader/supervisor’s 5S performance;

The Ideal:

  1. University degree major in environment engineering, environment management or related subjects, or chemistry/engineering degrees.

  2. Experience in service and/or facility management activities or related working experience: 5+ years

  3. Broad experience in a production environment.

  4. Good communication and social skills;

  5. Good organizational skills
