RESPONSIBILITIES

The Core ICRM positon is responsible for the design, implementation and ongoing second-line oversight of the Compliance Risk Management Programs in enterprise areas, for internal compliance policy implementation, new regulations communication, local regulatory report, local license application (senior position, board members, legal entity license application/non-product license application), RCP country process design, RCM overall coordination, RET overall coordination including input and quality monitoring, COB coordinator, record management coordinator, internal reports, e.g, monthly compliance report, local governance reporting, etc.
The position must possess a good knowledge of banking operation, internal compliance policies and local regulatory administrative requirements. The successful candidate will also possess strong communication and writing skill, in both English and Chinese. In addition, the position should have the ability to identify and assess current and emerging compliance risks and manage them appropriately, the partnership skills to effectively access and enlist other SMEs on the team as needed.

Key Responsibilities:
? Coordinate and manage compliance risk at Core Compliance program area and branch compliance matters, including the implementation of internal policies and external regulatory requirements, regulatory reporting, regulation communication, etc.
? Prepare the internal ICRM report
? Act as the first contact point with regulators on their inquiries, surveys and on-site inspections. Liaise with regulators to ensure their comments, suggestions and findings that can be effectively resolved.
? Provide back-up support to branches.
? Act as the principal interface between the country and regional office to communicate local regulatory changes, quality review of RCM, RET, RCP, etc.
? Coordinate for regulatory approval matters, e.g., senior position approval, branch premise change, licensing, etc.
? CBAT coordination
? RET input and quality monitoring
? RCP administrative support
? Overall coordination of RCM program
? Enterprise level program implementation in ICRM, e.g., record management, COB, information security department coordination, etc.

KEY REQUIREMENTS

? University degree or above
? At least 5 years’ working experience; familiar with bank operating processing, local regulations and applicable US laws
? Proactively identify and manage risk through partnership with the business
? Knowledge of banking industry, product and risk
? Teamwork spirit and willing to work under pressure
? Good communication skills in both English and Chinese (written and spoken)
