Job Purpose and Key Responsibilities:
? Lead the Local procurement function in Shenzhen and Shanghai
? Part of the site leadership team
? Implement global procurement processes, policies, guidelines locally and ensures compliance
? Ensures the development and robust implementation of procurement strategies for local categories of spend that clearly meet business requirements
? Ensures the local implementation of global procurement strategies for global categories of spend
? Develop local procurement strategies for non strategic categories
Develops and implements a local Procurement organisational structure that links into the overall Procurement structure.

Accountability:
? Leads the site procurement function for inventory, non inventory (capital included) procurement.
? Assures maximum value realization associated with the supply of materials and services for the site.
? Proactively develops relationships with senior management on his sites to promote Procurement contributions and his involvement in all major site projects.
? Develops and implements local Procurement organizational structure taking into accounts other functions constraints (Quality assurance, Production, Engineering, Security and Environment).
? Develops and issues local procedures that implement global Procurement policies, strategies for Site.
? Develops Procurement strategies for his local strategic purchases, and ensures site requirements are incorporated in Procurement category strategies.
? Leads or supports negotiations across key areas of spend
? Ensures compliance to global policies & process and the correct use of procurement process, systems & policies
? Develops supplier measurement tools and conducts site based supplier review.
? Explore potential synergies between sites and GMS

Shenzhen
? For the next 3 years, contribute proactively to the start of the site operations
? Supervise sourcing activities for key categories (eggs, syringes, consumables) and deliver planned benefits
? Develop a 3 years site procurement plan

Shanghai
? Develop a 3 years site procurement plan and make sure planned benefits are delivered
? Make sue procurement process are well aligned and implemented

Complexity:
? Manages large range of spend categories for which different procurement strategies will be developed
? Manages and controls growth of suppliers pool
? Enhances satisfaction of multiple stakeholders having different requirements and constraints

Specialized Knowledge:
? Above 10 years relate Procurement working experience , Bachelor degree or above
? At least 5 years Procurement experience in an international environment
? Extensive knowledge and practical application of Procurement techniques and practices (sourcing plan, supplier management, portfolio analysis.....)
? Fluent in Chinese & English
? Excellent People Management, both downward and upward
Result oriented, and able to develop and present strong arguments to convince of the need for change
