职位描述：
Must be with Pharma background

? Prepare project cost estimate from concept design to detail design as requested from project or for Company bidding and proposal purpose.
? Development & control of the Cost Estimating Execution plan for the project
? Development of the Cost Breakdown Structure (CBS) in line with Work Breakdown Structure (WBS)
? Liaise with Engineering, Procurement & Construction at the project level, to expedite inputs into the Cost Estimate (e.g. MTO’s, Equipment Lists, Material pricing, specialist construction items)
? Liaise with Construction Management for construction strategy and anticipated productivity levels, plus factors effecting labor unit rates
? Maintenance of the Cost Estimating database according to current market pricing for equipment, material, consumables, labor (including all direct & indirect cost)
? Collect price information from post contract/ signed change orders/ statements of ongoing and completed project;
? Keep on tracking market price of material, labor and construction cost and upload them to database;
? Collect, compare, analyze, update and maintain database of historical information for estimation use;
? During bidding phase of EPC & EPCM project execution, prepare tender and contract documents, including bills of quantities, measurement sheets, and quantity take-off and commercially evaluate quotations & bids from subcontractors
? Collect data required to monitor project budget and progress. Assist in analyzing work progress by calculating/preparing various comparison reports and monitoring progress of work per cost accounting adherence with budget
? Participates in risk analysis and associated contingency recommendations.
? Participates in Project value engineering analysis.
? Ensures lessons learned are incorporated into estimates.
