职位描述：
安全、健康、保卫和环境
协助部门经理进行如下HSSE日常管理。
- 协调获得HSSE相关许可并和相关政府部门保持良好沟通。
- 组织对公司内部各类风险进行辨识、评估，制定对策措施或改进计划并跟踪改进结果。
- 审批作业许可，监督检查作业过程，发现违章或异常时及时停止作业。
- 对员工进行HSSE考核。
- 针对事故、未遂事故及不安全行为和状态进行调查、分析、处理并汇报。
- 组织进行HSSE会议。
- 为项目的设计、施工和竣工验收提供HSSE相关支持。
- 协调安排各种外部HSSE培训以及新员工入职HSSE公司级培训，对承包商、访问者及员工进行日常培训，培训内
容包括基本HSSE要求、HSSE管理制度、作业许可、危险化学品、环境保护、应急响应、事故处理等。
- 对施工现场和操作一线进行日常监督检查包括5S检查，及时发现、制止并处理违章作业、违章指挥、违反劳动纪律
- 对消防、应急、环保、安全、卫生、安保设施进行日常监督检查管理，发现隐患及时安排相关责任人实施整改并
跟踪整改结果
- 协调消防、应急设施、器材的维护保养；协调环保在线监测、气体检测设施器材的维护保养；协调现场各种标志
的更新、安装。
- 为员工提供合格的PPE并培训督促正确使用、保管、更新。
- 协调进行废弃物和废水的日常外包处理。
- 对保安工作进行日常培训及监督管理。
- 管理层指派的其他任务。
文案和行政
- 按总部、政府部门、公司管理层、客户及第三方公司的要求准备、提交及保管各种文件、资料、报告、报表、档案、台账等。包括HSSE绩效指标、工作计划、自评报告、年度报告、审核报告整改回复、风险评估、检查整改回复等。
- 在遵守本地法律的前提下，协助安全经理，更新、完善及本地化欧德油储安全相关的政策、流程及指导说明。
- 协助编写公司各类（火灾、爆炸、泄漏、中毒、自然灾害等）应急预案并定期组织应急演练。
- 进行安全事故数据库的及时填报、统计及日常管理工作。

 Health, Safety, Security & Environment
Provide assistance to department manager to conduct the following daily HSSE management activities:
- Assist to obtain permission in relation to HSSE and maintain the good communication with related government organizations
- Organize identification and evaluation towards all types of potential risk, develop policy, standardized procedures or corrective action plan to address the issue and follow up the result
- Approve working permit applications, supervise the construction process, stop operation whenever inappropriate operation or abnormal situation occurs
- Evaluate the HSSE enforcement of employees
- Investigate, analyze, troubleshoot and report the accident, near miss, and any other unsafe practices or conditions
- Organize and conduct HSSE meeting
- Provide relevant support for project design, construction and acceptance of completed project
- Arrange HSSE training for external individuals, conduct orientation program for new staff and daily training for contractors, visitors and employees. Training content includes: HSSE requirements, HSSE management policies, work permit, hazardous chemicals, environment protection, emergency response training, and accident handling, etc.
- Daily inspection on operation and construction site based on 5S standards to identify, stop and handle any operations, guidance and activities against the rules
- Conduct daily patrol to concerning equipment of firefighting, emergent, environment protection, safety, occupational health and security. Arrange relative personnel to eliminate the potential risk and follow up its corrective result once identify any
- Assist the maintenance of firefighting and emergency equipment, gas detection facilities, and surveillance cameras of environment protection; Coordinate the updates and installation of a variety of signages on site
- Conduct training, supervision and management with regards to security personnel
- Other tasks allocated by the management
Documentation and Administration
- Prepare, hand over and maintain various documentation, materials, reports, inventory record etc. according to the requirements of head quarter, government departments, management team, customers and the third parties. Including: HSSE performance indicators, work schedule, self-evaluation report, annual report, suggestions of audit report, risk evaluation, replies to corrective action plans, etc.
- Assist HSSEQ manager to localize, maintain, improve and update Oiltanking HSSE related policies, processes, instructions and guidelines with compliance to the local law.
- Assist to develop the emergency procedures (Fire, leakage, natural disaster, environmental protection, occupation health etc.) and actively coordinate and participate in drills
- Update the database of incident report in a timely manner, summarize and manage the incidents occurrence

2. 至少2年在化学品行业与安全职能相关的经验
3. 优先考虑有安全行政经验的候选者
4. 与内部及外部人员维护积极的工作关系的能力

Oiltanking is second biggest world’s leading independent storage partners for petroleum products, chemicals and gases. Oiltanking Nanjing Co., Ltd. is a joint venture between Oiltanking and NCIP Adminsitration. The company owns and operates a multi-user tank terminal for bulk liquids and serves a wide range of customers including chemical producers, traders and distributors. After the completion of an expansion by mid-2019, the terminal will have 23 tanks with a total tank storage capacity is 277,000 cbm and 3 jetties (6 berths) for ships up to 50,000 DWT. OTN has sufficient land and jetty capacity available for further expansion which can meet and accommodate future storage requirements from existing and new petrochemcial producers in NCIP. With the permit for the transport of chemical cargo’s in place in the early of 2013, Oiltanking has officially started the operation of the rail loading and unloading facility. It is connected to the railway system of the Nanjing Chemical Industry Park (NCIP), which is on its turn connected to the national railway network. With the rail facility expansion the terminal offers all modes of transportation to its customers including rail, road, water and pipelines.

Oiltanking (Daya Bay) was put into operation in June, 2006. Now it develops into an enterprise able to provide warehousing and transportation service independently in daya bay Petrochemical Industrial Park.
