SUMMARY:

Management and supervision of the purchase orders, receiving, storage, stocking, distribution, inventory management of all supplies, consumables, and non-medical equipment and furniture across all Jiahui Health sites receiving, warehouses and storerooms.

ESSENTIAL TASKS:

Overseeing the daily operations of the following materials management functions:

Collaborate and communicate effectively with user departments to collect functional requirements to ensure the procurement of appropriate supplies, consumables, non-medical equipment and furniture.

Collaborate with Procurement and Finance to maintain accurate inventory of the consumables, supplies, non-medical equipment and furniture of the main hospital Warehouse, secondary and satellite Stores.

Establish cost effective inventory par level and ensure timely and accurate stocking and re-ordering of supplies.

Ensure effective operations of the Receiving, Warehouse, and distribution to Stores.

Support department users and Procurement on product selection, tender document preparation, tender evaluation, and contract negotiation, renewal, and audits.

Support Procurement in developing a schedule for contract reviews and renewals.

Work with Users, Procurement and Finance to generate regular reports on utilization, shortage, backorder, defects, and missing products to implement continuous improvement programs to ensure cost effective supply chain targets are met.

Develop and implement policies and procedures to ensure efficient workflow and accurate documentation of supply chain records, intra-op surgical implants, and coding/billing of consumables.

Coordinate reconciliation process for invoices and payment with Finance and Procurement.

Develop policies and procedures on product recall, and ensure the effective execution of the procedures in the event of a recall.

Collaborate with Procurement to develop and maintain a supplier and product directory.

Develop and implement a customer service satisfaction program, document complaints and feedback. Develop and implement a process to provide suppliers with feedback. Coordinate the resolution of supply and equipment quality and service problems with vendors and customer departments.

Coordinate the standardization of supplies and equipment within the enterprise.

Maintain good working relationships with suppliers and customer departments.

Support the development and oversees the implementation and use of information technology in the purchasing, storage and distribution process.

Support human resources strategies on the recruitment and appraisal of staff and the enforcement of work accountability.

Ensure staff adherence to professional standards, hospital policies and procedures, local regulations, Joint Commission International standards.

Participate and fulfill the duties of assigned committees.

Promote hospital mission, vision, and values through optimizing customer satisfaction.

Achieve hospital goals by accepting ownership for new and different requests from supervisor; exploring opportunities to add value to job accomplishments.

Develop quality programs and performance KPIs for continuing improvement.

Assist annual budget and ensuring organization financial sustainability.

Supervision and mentorship of staff

Develop staff training program and ensure all staff practices are in line with the corporate policies and departmental rules.

Coach juniors to keep abreast of relevant professional development.

KNOWLEDGE, SKILLS, and ABILITIES:

University or equivalent degree in business administration or related field

At least 5 years of relevant experience

Understanding of relevant local regulations and international standards

Attention to detail and record keeping, organizational, oral, and written communication skills.

Knowledge of Materials Management IT Systems

Statistics, audit, and analytical skills

Bilingual in English and Mandarin

Excellent interpersonal skills with all levels of internal and external customers

Standing and walking for an extensive periods of time may be required on occasion

Heavy lifting, pushing, pulling, and carrying may be required on occasion

Work under varying degrees of temperatures and noise level environment
