RESPONSIBILITIES:
1. Responsible for overseeing activities related to the procurement of materials, parts, components, and equipment.
2. Directs the activities of buyers and expediters to accomplish company objectives
3. Reviews and approves purchases up to a specified dollar amounts
4. May negotiate major contracts involving large dollar amounts
5. Develops policies and procedures for the operation of procurement activities
6. Monitors the cost, schedule and performance aspects of major subcontracts
7. Coordinates purchasing activities with engineering and operation departments to maintain inventories at planned levels.
8. May assist with the establishment and maintenance of the production control system
9. Receives predetermined work assignments with specific instructions.
10. Directs subordinates to achieve assignments using established guidelines, procedures, and policies
11. Interacts daily with subordinates and/or functional peer groups
12. Interaction normally involves exchange or presentation of factual information
13. Provides immediate supervision to a unit or group of employees, assigning tasks and checking work at frequent intervals
14. A portion of time is normally spent performing individual tasks related to the unit or sub-unit
15. Generally supervises semi-skilled nonexempt employees (i.e., expediters, general purchasing support, processors of purchase orders)


QUALIFICATIONS:
1. A bachelor degree in mechanical Engineering
2. Over 8 years of purchasing experience in mechanical manufacturing field especially familiar with production process such as machining, stamping＆forming, casting, etc.
3. Good knowledge of supplier selecting procedures, and understanding of automotive TS 16949 operating systems
4. Excellent communications, negotiating, conflict management, and problem solving skills
5. Team player with “can do” attitude
