职位描述：
Main Responsibilities:
？ Demonstrate commitment to Health, Safety and Environment to ensure zero harm to each stakeholder at site
？ Assist China GPD Renewable Project Director to manage the wind (and solar if any) project constructions in Hebei
？ Responsible for the construction safety, cost, schedule, quality as specified as in Sembcorp Gate 3 paper
？ Support Sembcorp local partner’s PM to coordinate the land permits, the local communities, the PDI’s engineering, and the procurement, commissioning activity
？ Provide insights to the upfront selection of technical solutions to improve CAPEX & OPEX
？ Attend the Feasibility Study review and the Basic Design/Detailed Design review while sharing the constructive viewpoints of ‘optimized constructability’
？ Perform the gap analysis to local contractor/subcontractor’s Construability Plan and their construction behaviors at site
？ Organize the site construction meetings with relevant stakeholders on a daily/ weekly/monthly basis
？ Flag any site issues on a timely manner, e.g. late drawing delivery by PDI, supply chain constraints, HSE issues, constructability issues, land or resettlement issues etc. and forward the trouble shooting suggestions/mitigations
？ Help manage our business partner’s behavior and expectations, especially the Chinese partners such that the common goal is aligned e.g. engineering, procurement, construction, commissioning and commercial operation dates.;
？ Help identify the right project execution strategy upfront
？ Assist the contract negotiation and formation
？ Ensure projects are safely delivered on time, under the budget and in compliance with Sembcorp’s governance, procedures and “Logo” during the project execution stage
？ Document the Lessons Learnt and the Best Construction Practice
？ Prepare the quarterly MFCM and the weekly PSR reports
？ Help update Sembcorp’s End-to-End Performance Benchmarking Database
？ Assist to develop, normalize and standardize GPD procedures and standards together with the Project Director, China Power GPD Head

Qualifications
？ University Engineering Degree, preferably from Power Engineering University or College
？ Shall have at least +10 years working experience managing the wind farm constructions in an Owner’s company, an EPC company or a Consulting, Project Management Company in China’s or overseas wind (and solar) projects from the feasibility study till the operation
？ Successful track of records of safely delivering the project constructions on time and under budget
？ Good knowledge of major wind OEM’s technology (e.g. wind turbine make, WRA, micrositing etc.), strength, markets
？ Decent knowledge of prevailing cost structures of wind farm’s land, turbines, towers, foundations, access road, rigging and commissioning
？ Working experiences with international A/E or PMC/OE company will be a plus
？ English reading and writing, speaking will be a big plus
