职位描述：
1. Directs and generally supervises all Company activities, including but not limited to the development, production, and sale of its products and services, to produce a reasonable return to investors, and to guard the safety of the capital funds invested in the Company.
2. Prepares short and long term objectives and recommends their adoption to the Board of Directors. Prepares plans and programs for attainment of approved objectives.
3. Develops and maintain a sound organization structure, and ensures capable management succession, particularly for the local staff. Selects and gets approval from the LBU for the appointment of immediate subordinates, and delegates to each the responsibility and authority for performance of their assigned functions
4. Sees that adequate organization plans, procedures and controls are employed by each department to make possible the proper execution of their responsibilities and attainment of their goals.
5. Actively, purposefully and conscientiously groom and develop local staff, Cooperates with and judiciously keep informed, the Deputy General Manager on a day to day basis, all aspects of the Company’s operations.
6. Ensures equitable administration of wage and salary policies and structures, employee benefit plans, and personnel rating programs, and protects the interests of employees as individuals
7. Submits budgets, forecasts, business plans and investment programs to the Board of Directors for approval, and make appropriate recommendations. Submits regular operational reports, financial status and progress on programs and objectives for sales, profits, investment and growth, to the LBU and the Board of Directors
8. Performs all duties within the limits of the Memorandum and Articles of the Company, local regulations and laws, the policies of the Board of Directors, and the intent of the Joint Venture and related agreements
9. Refers to the Board of Directors, all matters of major importance to the Company’s progress and well-being, for the purpose of securing advice, guidance, authorization or decision.
10. Organizes and makes all necessary preparations for Board of Directors meetings, and takes and circulates minutes thereafter

Knowledge, Skills, Experience:
- University degree, electro-technical background with strong financial and management competencies
- Knowledge of the rail industry
- Managed multiple functions in and operating company
- Broad but not necessarily in depth technical knowledge, preferably with a sound industrial engineering or manufacturing background. Experience in traction field is an advantage
- Strong leadership qualities with extremely good communication skills. Team player with strong people management skills
- Market/Sales oriented, able to build/maintain customer relations and understand the Chinese competitive environment
- Good influencing skills towards management and employees
- Capable to bridge among PRU, LBU and the JV partners
- Good English, mandarin is an advantage.Challenges:
