1. Strategic Leadership and Management
Through ownership of daily operational management, risk management, and short, mid and long-term resourcing planning and decision-making, the School Business Manager will play a key role as part of the SLT to ensure that effective teaching and learning take place in a safe and harmonious environment, while ensuring continued implementation of the School improvement plan.

a. Resources
i. Ensures the School makes the best possible use of resources through effective planning, considering all financial and other resource implications.
ii. Produces timely and fully-costed proposals, ensuring they are sustainable through long-term (five-year) financial plans.
iii. Ensures an effective link between the School’s financial plan and the School improvement plan.
iv. Understands the implications of government policies and educational trends and developments.
v. Plans for and implements new initiatives.

b. Management
i. Provides strategic support to the Co-Principals and the Regional Director on all aspects of school business management.
ii. With the support of corporate functional teams, manages the disciplines of finance, human resources, ICT, facilities management, marketing and communications, admissions and whole school administration.
iii. Leads in the training and development of support staff.
iv. Ensures teaching and support staff work effectively and harmoniously together.

c. Risk Management
i. Ensures effective risk management e.g. in health and safety, in management of third-party service contracts.
ii. Develops a detailed disaster recovery plan.
iii. Negotiates, manages and monitors contracts, tenders and agreements ensuring ‘best value’ at all times.
iv. Manages all aspects of school business management in a sustainable and eco-friendly manner.

2. Finance and Resource Management
Effectively manage all aspects of the finance function of the School, including reporting, budgeting, tax and regulatory requirements, while ensuring best value-for-money for the School and maximizing sponsorship funding opportunities.

a. Resource Management
i. Prepares annual estimates of income and expenditure for approval by the Regional Director.
ii. Monitors budget against actual expenditures.
iii. Prepares regular management accounts and report on the financial state of the School to the Regional Director.
iv. Advises the Regional Director on investment and financial policy for the School, prepares appraisal of projects when required and develops a long-term business plan or financial strategy for the future development of the School.
v. Uses financial management information, especially benchmarking tools, to analyze trends and identify opportunities for greater efficiency.
vi. Manages the School accounting function effectively according to agreed procedures and maintains those procedures by conducting at least an annual review.
vii. Prepares final accounts and liaises with auditors.
viii. Prepares all tax and other government reports and filings as required.
ix. Maximizes income generation within the ethos of the School.
x. Ensures best value principals are adopted, for example.
xi. Acts as a central point of contact with external stakeholders in regard to grants, gifts or other donations.

b. Bids and Contracts
i. Secures bid-based competitive quotations by effective use of bidding systems and contracts.
ii. Negotiates, manages and monitors contracts, tenders and agreements for the provision of support services.
iii. Seeks professional advice on insurance and advises the Regional Director on appropriate insurances for the School.
iv. Implements the approved insurances and handles any claims that arise.

c. Developing sponsorship links
i. Secures sponsorship funding in a manner consistent with the Philosophy, Objectives and ethos of the School, and as approved by the Regional Director.
ii. Acts as an articulate ambassador of the School to develops contacts and raise the School profile.

3. Human Resources
Management of daily HR and payroll functions, including personnel issues, support staff management and development, contract administration and legal compliance.

a. Personnel issues, support staff management and development
i. Takes responsibility for general personnel matters including employment clearance for new staff and issuing contracts of employment.
ii. Advises the Regional Director on the assessment of compensation and benefits, sickness and maternity procedures, redundancy and other matters of dismissal.
iii. Attends employment hearings, mediations and arbitrations as necessary.
iv. Maintains confidential staff records and ensures that staff records held in the school by others are kept confidential.
v. Provides leadership and guidance for support staff, including direct line management responsibility where appropriate.
vi. Manages the recruitment, professional development, appraisal and training of all support staff.

b. Contracts administration
i. Oversees all staff contracts and coordinates staff recruitment.

c. Advising on Employment Law
i. Advises the Regional Director on compliance with legislation in such areas as employment protection, non-discrimination, etc. and the implementation of these policies in the School.
ii. Formulates, monitors and implements the School’s work safety policy to comply with local laws and regulations relating to occupational health and safety.

4. Facilities Management
Ensuring the whole School campus is a safe and healthy environment, and developing and implementing appropriate risk assessment and loss prevention strategies.

a. Premises and health and safety management
i. Manages the maintenance of the School site and buildings, the preparation of maintenance schedules and the efficient operation of all facilities on the property.
ii. Oversees the supply of utilities, lighting, heating, ventilation, water, energy conservation, etc.
iii. In cooperation with local fire service authorities, manages the installation and maintenance of equipment for protection against, and escape from, fire.
iv. Initiates and keeps records of regular fire practices and alarm tests.
v. Ensures emergency procedures are current and timely.
vi. Manages the security of the School site.
vii. Manages the upkeep of playing fields, gardens, all-weather surfaces and land drainage.
viii. Ensures the maintenance of boundaries, footpaths, roads and rights of way.
ix. Purchases, repairs and maintains all furniture and fittings.
x. Be well-versed in local health and safety regulations, in particular the main issues specific to the School and how they relate to the students, staff, visitors, contractors and other users of the School premises and facilities.

b. Risk Assessment
i. Be aware of risk assessment tools and how to use them to identify hazards within the School and the associated risks involved.
ii. Be aware of the importance of a disaster recovery plan and its place within the management procedures of the School.

c. Loss Prevention Strategies
i. Knows the elements of a comprehensive disaster and recovery plan and to action the plan responsibly if necessary.
ii. Implements risk management and loss prevention strategies to reduce insurance costs.

5. Whole School Administration
Includes management of all functions necessary to make the School an excellent learning environment, including management of the School’s information technology infrastructure and resources and student admissions. The School Business Manager will also be expected to act as an effective bridge between teaching and non-teaching staff.

a. ICT Management
i. Manages the administrative ICT facilities.
ii. Manages the School’s IT network systems.
iii. Oversees the implementation of appropriate information systems.
iv. Acts as the system manager for the administrative computer network and curriculum network if appropriate.
v. Maintains student records, including those for the assessment process.

b. Admissions
i. Advises the Regional Director on the need for an admissions and appeals policy, if any, and develops a School admissions and appeals policy.

c. Relationship Management
i. Acts as a bridge to facilitate closer working relationships between teaching and support staff, local and expatriate staff. Develops policies for working with contractors and outside agencies.

6. Marketing and Liaison
Actively promote the School and develop its links with other schools, businesses and agencies in the community.

a. Promoting the School
i. Promotes the School to different stakeholders and raises the profile of the School within the local community.

b. Links to Other Schools and Agencies
i. Ensures effective liaison with other schools and government bodies and agencies. .

c. Business Community Links
i. Liaises with local businesses for fundraising, arranging vocational experience and joint projects.

The Yew Wah International Education School of Zhejiang Tongxiang is a joint project between China Ping An Insurance Company Ltd and Yew Wah International Education Foundation.
The YWIES-Tongxiang project will be in several phases with the first phase of the project being completed in the summer of 2017. Construction work of the campus is well in progress, and the school is scheduled to open in September 2017. The school will open with children admitted for kindergarten through upper secondary.
The buildings and facilities in YWIES-Tongxiang include the Academic Building, Canteen and Auditorium, Residential Tower, laboratories, Information & Communication Technology classrooms, Design and Technology classrooms, libraries, Sports Hall, swimming pool, visitor lodgings, a track and field, and lush green landscaping. The whole campus occupies a total land area of 117 Chinese mu with over 90 thousands square meters’ floor area. The campus has a capacity for 2,000 students when completely constructed.
The YWIES-Tongxiang campus is located in Jiaxing County, Zhejiang Province. It takes 40 minutes by high-speed train from Shanghai Hongqiao Transport Interchange to get to the Tongxiang campus. The world-famous beautiful scenic spot Wuzhen is just 30 km away!
The target of YWIES-Tongxiang is to provide Chinese and foreign students in Jiaxing and its neighboring cities of Zhejiang and Jiangsu Provinces with international education program ranging from kindergarten to secondary education, and overseas university preparatory programs in unique international settings.
