The China Tax Team is closely integrated with Pfizer Global Tax, responsible for Pfizer China’s tax planning, business partnering, tax compliance, M&A integration, transfer pricing and tax controversies as well as supporting and liaising with other functions in the market.

This role will have 80% and 20% combined responsibilities for indirect tax and direct tax respectively. This person will need to have a deep understanding of Chinese tax law, to ensure that tax operations are carried out in compliance with China tax regulations. This person will need to develop close relationship with the business partners in China, including PGS (Pfizer Global Supply), WRD (Worldwide Research and Development), the Commercial Business Units, Finance Team and Global Financial Solutions Shared Services (GFSS) - to ensure effective and efficient delivery of VAT planning strategies in China. Responsibilities will include managing indirect tax/VAT operations, optimizing cost structure, VAT audits and helping identify and implementing VAT planning or process improvement strategies. This person will need to support China direct tax operations in order to have deep understanding of Pfizer China business and tax positions for conducting communications with local tax authorities.

ROLE RESPONSIBILITIES

VAT Operations, Compliance and Reporting Responsibilities:

Under the direction of the Director VAT, APAC, deliver on operational tasks, including:VAT invoice related matter – Preparation, providing guidance and instruction on VAT invoice issuance / input VAT invoice verification / VAT invoice archiving / blank VAT invoice purchase and storage

Contract registration with Ministry of Commerce for zero rate related services;

Review the VAT calculation prepared by shared service center, complete and submit the VAT return in the tax authority electronic portal

For VAT zero rated filing, prepare and on-site submit the package to tax authority;

Daily VAT technical support, including but not limited to periodical VAT tagging review, VAT reservation review, VAT treatment determination for specific transactions

Be named as an indirect tax contact point with tax authority and communicate with the tax authorities for daily VAT matters and other indirect tax related activities

Supervise and manage the contractor in Shanghai who carry out the invoicing process

Ensure that all operation tasks are completed in compliance with the local tax regulations

Work closely with PGS manufacturing sites, R&D, Commercial Business Units, Market Finance and GFSS, and respond to their queries to ensure the smooth VAT operations, and VAT cost efficiency

Work closely with and the management of the 3rd party consultants who are engaged to file the VAT returns

VAT Controversies Responsibilities:

Directly responsible for managing and oversee VAT audits in China; this person will be the key China Tax contact to manage and bringing the China VAT audits to successful resolutions

Identify and/or implement VAT planning or process improvement strategies

Work with Global Tax and business personnel to analyze and advise on current audit-related issues and audit implications

Effectively manage local authorities, ensuring high standards of Indirect Tax/VAT compliance with China Customs and Tax regulations

Partner with Direct Tax team on audit support as needed

VAT Planning

Work closely with the VAT and Tax resources in China, create and manage an effective VAT strategy for China, managing issues and providing guidance

Quantify (where necessary) applicable VAT reserves/provisions

Keep abreast with tax regulations to ensure that the indirect tax/VAT operations and costs structure are optimized

Participate in assigned project and take management role ensuring the projects are designed and executed in full compliance with the China related regulations

Support to China Direct Tax Operations

Participate to gain understanding on direct tax tasks, including tax filing, forecast and analyzing, accounting principles, corporate policies and procedures;

Interface with local tax authorities and government agencies on tax assessments, tax audits and any relevant tax issues;

Assist on Pfizer global initiated merge and acquisition initiatives including joining local financial or tax analysis, data preparation and implementation;

Provide tax advisory to business units and controllers, HR, keep updated with China tax laws and regulations;

Support local initiated business development deal discussion and decision making including local M&A, in-licensing, co-promotion or co-marketing deals. To get the most benefit for Pfizer and also ensure the deal is sustainable;

QUALIFICATIONS

Indicate qualifications that are job related, consistent with business necessity and necessary for the performance of an essential function of this role including: education/licenses/certifications, relevant experience (where legally permissible), technical and/or other job-related skills.

Bachelor’s degree in accounting, tax or other relevant subjects.

Minimum 6 years tax experience in Big 4 or other tax firms, with tax work experience in multi-national companies is preferred.

Working experience in major ERP system like Oracle or SAP is desired.

Hard working, self-demanding and result/task oriented.

High degree of integrity with the ability to handle confidential and sometimes highly sensitive matters in an appropriate manner.

Able to work under pressure and to tight deadlines.

Excellent interpersonal and communication (oral and written) skills

Proficient in both spoken and written English

Proficient in Microsoft Excel
