The Director of Purchasing is responsible for the direction of Purchasing Management and Supplier Quality function at the newly created Joint Venture between DEUTZ AG and AB Volvo.

He or she has to develop an organization that achieves a localization success of an existing engine out of Germany into China with both newly developed and known supplier.

He or she will work across functional and geographic boundaries to ensure high levels of customer service and satisfaction relative to an appropriate replacement of non-Chinese supplier and quick release process for new parts. Further on in operation mode, the Purchasing Director will ensure proper inventory service levels and supports the product change process.

Major Duties & Position Responsibilities

1) Personal Management and Leadership

· Identify and develop key talents for both DEC Supplier Quality Assurance and Purchasing Department and make sure staffing is trained to perform assigned task

· Manage team in size of 30+, promote where applicable and act appropriately towards underperformers to ensure success of all individuals within the department.

·

· Develop and maintain a high-performance culture in the function, resulting in continued success meeting functional KPIs and improved levels of customer service to internal and external customers.

· Involve proactively in DEC Board of Management, sharing and learning best practices and balancing global and local needs and impacts

· Work with other Senior Management Personnel that may include various planning and budgeting sessions

· Develop and maintain excellent working relationship across the international Purchasing network, kind of matrixed organization with Central Purchasing Cologne, Germany and Forward Sourcing Office Beijing

· Identify and implement process improvements to increase efficiency and accuracy

2) Supplier Selection / Local Sourcing

· Identify local vendor opportunities for engine components aiming for a appropriate replacement of European Sources

· Maintain high knowledge of engine components as such and use given Chinese supply market intelligence

· Work out solutions with Supplier Quality and Engineering to develop new vendor to Quality Level A and make sure during industrialization, that timing provided is fulfilled

· Apply proper resolution methodologies in case of delay or inappropriate initial sampling process

3) Department Oversight and Supplier Management

· Manage daily operations of Department, ensure material requirements are met in terms of timing, quality and pricing

· Manage and coordinate reports of DEC Purchasing and Supplier Quality Status by using DEUTZ tools and/or its alternatives in line with Central Purchasing regulations

· Full signature authority on all DEC Purchase Orders for Indirect Material and Changes on Scheduling Agreements for Direct Materials of appr. 400 Mio ? p.a.

· Liaise with counterparts in other functional areas such as Engineering, Sales, Project Management, Controlling to ensure alignment of activities and objectives.

· Coordinate and/or actively participate in supplier negotiations for both DEC Purchasing respectively other DEUTZ Chinese Sources matters

Position Requirements

• Engineering / Commercial Master Degree required in related field with relevant operations or business study prferred
• Minimum 7+ years relevant materials management & purchasing experience preferably in automotive or similar manufacturing systems required
• Working Experience in global environment preferred
• Demonstrated experience on state-of-the-art Purchasing methodologies, used to run activities from kick-off bidding processes till completing long-term contracts
• Used to work in Quality System environments TS16949 or minimum ISO 9001, knowledged in applying tools such APQP, 8D-Reports etc.
• Keen supervisory skills, used to run department similar size
• Strong negotiating skills, proven track record of annual savings above target
• Inquisitive with strong analytical skills and an innovative approach to problem solving, reasonable detail-oriented
• Superb communication techniques in verbal and written manner combined with straight to the point presentation skills expected
• Business English as a must, Chinese preferred. German would be an asset
• Excellent MS Office anticipated, knowledge on ERP-Systems such as SAP R3 ideal

DEC Co., Ltd Brief Introduction

According to a contract signed in May 2013 DEUTZ AG and AB Volvo intend to establish a joint venture company in Linyi, Shandong Province, China, for the manufacturing of diesel engines for industrial applications, mainly for construction and agricultural equipment. The purpose of the joint venture, in which DEUTZ will hold a majority share of 65%, is to reduce the cost of diesel engines for industrial applications and to produce those engines to meet Volvo’s and DEUTZ’ demand for existing and future customers in China and overseas. The establishment of the joint venture is scheduled for late summer/fall 2013 and the start of production for mid-2015. In full swing it will reach a capacity of approx. 80.000 engines and need approx. 350 operators and technicians.
