职位描述：
1. 职责描述
1.1 职责一：协助厂长制订年度质量目标与计划
1.1.1 根据公司发展战略，协助厂长组织制定公司年度质量目标，计划，并负责实施
1.1.2 定期、准确向厂长和相关部门提供有关质量检验信息，为公司质量管理决策提供信息支持

1.2 职责二：组织建立和完善公司质量管理体系
1.2.1 负责贯彻落实公司质量方针和质量目标,策划、组织公司质量管理体系的运行维护、绩效
1.2.2 组织制定和完善公司各项质量管理制度并贯彻实施
1.2.3 组织建立、完善公司的质量检验标准
1.2.4 组织建立、完善产品质检程序
1.2.5 组织引进质量管理技术，提高质量管理水平
1.2.6 负责对各部门品质管理工作进行内部质量审核
1.2.7 负责公司 “6S”、“零缺陷目标”、“全面质量管理”等各种品质活动的组织与推动;

1.3.1 组织公司质量认证体系的建立与维护

1.4 职责四：组织公司的质检仪器、设备的维护与管理

1.5 职责五：组织实施产品质量检验，对其他部门提供技术支持
1.5.1 组织对新老供应商的质量管理水平进行论证，定期主持供应商评审会议
1.5.2 组织参与供应商生产过程质量控制
1.5.3 组织对供应商交货前的成品质量检验
1.5.4 负责进料、在制品、半成品、成品的品质标准、品质检验规程和各种质量记录表单的制订与执行
1.5.5 负责建立产品质量管理档案，制订产品质量改进方案
1.5.6 负责各种质量责任事故调查处理,各种品质异常的仲裁处理,配合营销中心对客户投诉与退货进行调查处理. 督导QE主管及时处理生产品质异常问题和客户投诉的回复追踪,确保纠正与预防措施的有效实施
1.5.7 召开各种品质会议,协调各部门处理品质异常问题

1.6 职责六：部门内部管理
1.6.1 负责全员品质意识，教育、培训
1.6.2 监督检查质量管理制度执行情况
1.6.3 负责本部门员工队伍建设，提出对下属人员的调配、培训、考核意见
1.6.4 监督下属员工的工作目标执行情况，及时给予指导
1.6.5 督导并审核品质周报、月报表

2. 岗位要求
2.1 学历：大专及以上或同等学历
2.2 专业：化工，材料等相关专业
2.3 经验：5年以上工作经验，2年以上质量管理经验
2.4 语言：英语必须说写流利，会德语者更佳
2.5 技能：
2.5.1 通晓质量管理与具体方法、产品技术规格性能、产品检验标准和质检相关知识；
2.5.2 具备相关管理知识、质量管理体系等方面的知识；
2.5.3 具备实验室测试经验，尤其是物理性能测试为佳
2.5.4 掌握办公软件使用方法，具备基本的网络知识，具备数据分析能力

1.1 responsibility 1：support plant manager to draw up the annual quality goal and plan
1.1.1 Support plant manager to draw up the annual quality goal and plan according to company development strategy, and be in charge for implement;
1.1.2 provide quality test information to plant manager and relative departments regularly and correctly, provide information support for QM decision of company;

1.2 responsibility 2：organize to build up and improve QM system in company
                     1.2.1 be in charge for implementation for quality policy and quality goal, plan and organize the operation, maintenance and performance of QM system in company

                    1.2.2 Organize to draw up and improve all quality systems in company and implement;
1.2.3 Organize to draw up and improve quality test standard in company;
1.2.4 Organize to draw up and improve products test procedure;
1.2.5 Organize to introduce QM technology, to improve QM level;
1.2.6 be responsible for internal QM audit to each department;
1.2.7 be responsible for organization and implementation of “6S”、“zero-Nonconformity”、“overall quality management”

1.3 responsibility 3：be responsible for QM certification
1.3.1 organize to build up and maintain QM system
1.3.2 organize to implement QM certification system

1.4 Responsibility 4：organize maintenance and management the test instruments and equipment.
1.4.1 Organize to send test instruments out for calibration;
1.4.2 Organize to maintain and internal calibrate test instruments;

1.5 Responsibility 5：organize to implement the quality test of products, provide technical support to other department;
1.5.1 Organize to demonstrate QM level of old and new suppliers, hold supplier review meeting periodically;
1.5.2 Organize and be involve in the QC in production process of suppliers;
1.5.3 organize the quality test before delivery by supplier if necessary;
1.5.4 be responsible for quality standard, test procedure for raw material, semi-products and final products, draw up and implement all quality records
1.5.5 be responsible for building up files for product quality management, draw up improve plan for product quality;
1.5.6 Be responsible to handle all quality accidents, to evaluate and handle abnormal quality, support sales to handle customer complaint. Follow and trace the problem of abnormal quality and customer complaint, make sure the corrective and preventive measurements are implemented effectively;
1.5.7 Organize quality meeting to coordinate each department to handle problems such as abnormal quality problem.

1.6 Responsibility 6：internal management in department
1.6.1 Be in charge for quality knowledge, education and training;
1.6.2 Monitor and check the implementation of QM system;
1.6.3 Be in charge for building up a QM team, give suggestion for allocation, training and evaluation for the QM team;
1.6.4 Monitor the implementation of personal goal from each team member, give guidance to them on time;
1.6.5 Draw up and summit the weekly and monthly quality report to plant manager

2. requirement
2.1 education：college and above or similar qualification
2.2 major：chemical engineering, material engineering or relative major
2.3 experience：more than 5 years’ working experience，more than 2 years’ experience for quality management
2.4 language：smooth speaking and writing in English, speaking German will be a plus
2.5 skills:
2.5.1 understand the quality management and concrete methods, technical types and properties of product, knowledge about test standards and quality check;
2.5.2 have knowledge about management and QM system;
2.5.3 have experience for test in lab, specially physical property test;
