职位描述：
Key Accountabilities主要职责
1. Assure all contractors perform according to the EHS regulations and per their contracted obligation.
EHS控制：确保所有承包商按照EHS规定进行工作及按照合约工作。
2. Assure all contractors perform according to the relevant Quality standards and per their contracted obligation.
质量控制；确保所有承包商按照相关质量标准进行工作及按照合约约定工作。
3. Assure all contractors works are well coordinated and aligned with the existing live factory operation on site.
确保所有承包商与现场现有运行工厂之间协作良好
4. Coordinate on behalf of the owner together with the design company the design development process, submittals review, RFIs responses, shop drawings, etc
代表项目方与设计公司配合，推进设计过程，提交审阅，可研报告反馈，施工图等
5. Manage the ongoing QAQC plans, commissioning, handover and acceptance process to the operations department including operational acceptance test, functional acceptance test, turn on of all new construction. Coordinate with the operations department the chemical introduction process until the full completion of the project.
持续不断的质量管理，进行试运行，与运行部门进行移交及验收程序，包括验收测试、功能验收测试等。与运行部门配合进行化学过程直至项目完全结束。
6. Review, check and provide input on project estimates, contractors invoices, material take offs, BOQs, budget estimates, change order requests.
审阅项目概算并提出意见及看法，审批承包商发票，材料领取审批，审批工程量清单，预算及订单变更。
7. Manage a staff of up to 10 field and / or facility engineers for all project disciplines such as civil, structural, electrical, dry mechanical, wet mechanical, waste, process, I&C, LSS. Coordinate their works with the contractors and the existing operation facility management department.
对现场超过10个的工作队伍进行纪律管理，如土建，结构，电气，干、湿机械，废料，工艺，热控等。同承包商一起同现有运行工厂配合工作。
8. Monitor and supervise progress of all site construction, its adherence to design, schedule, and all standard operational procedures. Identify performance gaps, assure gaps are documents and correction plans are implemented to recover any identified gaps.
监督管理现场所有建设进程，是否遵守设计、进度及标准。确定工作偏差，并确保偏差被记录，纠偏方案是否实施弥补偏差。
9. Collect field data and produce with the project director the relevant reports and indicators essential to assure projects controls.
收集现场数据，与项目总监一起形成习惯报告，确保项目控制。
10. Mange the interface with the various local external AHJ (authorities having jurisdiction).
对与当地不同的相关政府部门及管理部门的对接管理。

Education and Qualification 教育及资质
University Graduate. Engineering qualification. 大学毕业，工程相关专业
Experience 经验
a. Working Experience：at least 10 years in related field 工作经验：10年以上相关现场项目经验
b. Relevant Experience：5 years in similar managerial position 类似经验：5年类似管理经验

Able to read and understand construction drawings including but not limited to P&IDs, piping isometrics, piping general arrangements, tanks, heat exchangers, dozing systems, cooling towers, piping, pumps and nozzles alignments, construction specs.
可以阅读及理解工程图纸，包括但不限于P&IDs，管线单线图，管线布置图，容器，热交换器，冷却塔，管道，泵及接口平面图，建设说明等。
Able to produce and asses pre task planning, risk hazards analysis, lifting and rigging plans, logistic plans
可以进行任务计划，危险分析，吊起及锁具布置图，后勤方案
General operations and project management experience in chemical industry
化工行业运行及项目管理经验
General understanding of basic financial and human resource management
