To be as main point contributing to put project objectives and strategies into practice by following project cycle which include design, implementation, coordination, monitoring and evaluation of provincial education projects for migrant children and youth.

Key accountabilities

·Work as the contact point between Save the Children and project partners

·Develop and update work plan, be responsible for its implementation and coordinate the provision and development of technical support for all project activities when required

·Work closely together with partners on implementing and further developing the project as well as relevant policies and practices related to the project areas

·Provide technical support to project partners, teachers, parents, or other community members including training and other methods identified

·Strengthen the partnership with various partners to facilitate the implementation of project

·Work in close collaboration with other team members in order to integrate this component closely with other components of the project

·Assist in developing project proposals and report writing timely

·Monitor the progress of the project through regular project site visits

·Develop effective monitoring and evaluation systems for this project in coordination with the various partners

·To represent Save the Children in appropriate levels of discussion, meetings and conferences when required

·Accurately complete all financial/administrative documentation required, and maintain filing system of all project records

·Ensure that all work undertake is child focused and contributes to the achievement of the country and project strategy and impact indicators

·Ensure beneficiaries, particularly children, actively participate in all aspects of programme activities

·Comply with the requirements of Save the Children’s Child Safeguarding Policy to ensure maximum protection for children

·Other duties as required and assigned by local programme and line manager

Working contacts

Internal:

All staff within the programme, education project staff in each office, education advisors or experts from other country programmes or head office

External:

Governmental and community partners, teachers, children, young people, parents, other community members, other NGOs, donors, and academic institutions

Person specification

·Educated to Bachelor degree or equivalent qualification, preferring in Education, Development studies or other relevant subject

·A minimum of 3-5 years work experience in related field, preferably in NGOs. Working experience in NGOs related to youth education will be a plus.

·A minimum of 1-2 years work experience in education project management. Able to develop curriculum and design training packages. Familiar with advocacy model for education projects.

·A minimum of 1-2 years’ work experience in NGO cooperation, such as NGO assessment, capacity building and project cooperation.

·Be familiar with CSR projects. Able to design related events to involve in corporate resource to achieve project objective.

·Have a good network in education system, NGO field and CSR area in Shanghai will be plus.

·Experience of working with youth will be a plus.

·Demonstrated interest and commitment to work for the improvement of the poor and enhance the status of children in society

·Strong communication skills, analytical skills and good report writing skills

·An energetic and proactive approach with the ability to work both independently and co-operatively within a team setting

·A flexible approach to work with good time management skills and the ability to prioritise work and meet deadlines

·Able to carry out all appointed work in a non-political and non-discriminatory manner

·Willing and be able to travel extensively and regularly to project sites and within China

·Be familiar with using Microsoft software and other office facilities

·Fluent in English and Mandarin both spoken and in written

Child safeguarding level - level 3

The responsibilities of the post require you to work directly with children or young people, individually or in groups

Project background

Education for Youth Empowerment in China

In China, 60 percent of the 150 million migrant workers are under the age of 30. Youth migrants change jobs an average of once per year. Many work in hazardous conditions and are not aware of health risks and their rights.

By 2015, the government seeks to ensure that 80 percent of migrant workers receive vocational training to improve the talent in dynamic and growing economic centers. The government is investing heavily in reforms to upgrade the quality of its large technical and vocational school system, which recruits 11 million students each year. Most urban schools are equipped with career guidance centers and cooperate with employers to place over 90% of graduates and offer on-the job support.

However, migrant youth face unique set of information, financial and qualification barriers to access vocational training. Their ability to complete courses and retain jobs is compromised by a lack of critical soft skills and by social exclusion (separation from family, discrimination, vulnerability to crime, abuse, and disease). There remains a lack of effective cooperating mechanisms among different government departments responsible for support and policies related to migrant youth, and there are few opportunities for migrant youth to collectively voice their experience. Lastly, little has been done to identify and develop alternative channels for young migrants who cannot or prefer not to follow the government training and placement scheme.
