一. JOB NATURE
Function: SSC Procurement
Reports to - Solid Line: SSC Procurement Function Lead
Location base: Jinan, Shandong
Process: Data Management, PO Processing, Supplier Scheduling, Reporting
Reports to - Dotted Line: Procurement HQ
Working Hours: Weekdays, TBD
二. OVERALL ROLE
The Procurement Supervisor will have a project support role for the first 6 months and then will be Leading the SSC PO Processing team from then onwards.
Project Support role (until SSC Procurement Go Live):
During this period the SSC Procurement Supervisor will be working with the Procurement Entity, Procurement HQ, SSC Project Manager and the SSC General Manager in the following activities:
1. Learn about the AS IS process
2. Review & Update the To Be Procurement processes and Standard Operating Procedures (SOP)
3. Support the EDI Implementation
SSC Procurement Supervisor (Once SSC Procurement is live):
1. Encourage the development of the Procurement team and acts as a coach and mentor to ensure that all members of the team maximize their technical knowledge to achieve the competitive advantage for long term value creation.
2. Improve formalized standards and procedures in daily work and ensure compliance by team members.
3. Develops the team to make creativity and innovation a process rather than an occurrence, to address efficiency and process improvement.
4. Takes steps to develop business relationships by delivering excellent customer services.
5. Rewards and encourages high performance team members and initiatives which promote a team orientation in others.
6. Support external audit
三. KEY ACCOUNTABILITIES & ACTIVITIES
Project Support role (until SSC Procurement Go Live):
1. Review and update the To Be processes and the detailed Standard Operating Procedures (SOP)
2. Perform detailed tests on the SOP
3. Spend time with the Local Rexel entities to understand current processes and future challenges and adapt the To Be Process accordingly
4. Support the testing of the EDI Implementation
SSC Procurement Supervisor (Once SSC Procurement is live):
1. Provide an excellent service to internal customers (local entities) of the SSC in functions of Supply & supplier Data Management, Purchase Order processing (Stock items, non stock, Special Price, Internal PO, Confirmation), Supplier Scheduling, Transportation & Tracking and Reporting.
2. Ensuring 100% delivery of SLA and customer satisfaction
3. Monitor the execution and compliance of Procurement SOP and Group policy. Ensure that all process and SOP documentation are up to date as required
4. Continuously improve processes, by initiating and supporting those improvement actions e.g.: Tool implementation (EDI), Process revision, etc.
5. Lead the Procurement team to provide the full procurement execution support to all the China entities.
6. Lead the day-to-day Procurement operations and take the lead on issue resolution, follow up and monitoring
7. Prepare Monthly procurement reports for SSC GM and Local Entities
8. Take ownership of team management routine such as job allocations, performance feedback, recruitment and training.
9. Evaluates team members' performance and coaches them to improve their professional skills
10. Assists in internal and external audit.
11. Provide support to the incorporation of new M&A entities into SSC.
12. Keeps up-to-date with key business changes and process/technical trends and acts quickly to acquire the knowledge and skills.
13. Establish the knowledge system to share, upgrade and retain the knowledge with the team instead of individual employee.
四. MAJOR CONTACTS / CUSTOMERS / VENDORS
Internal: China Local Entities Sales, Finance and Procurement Teams
SSC Finance, Sales Admin (in 2017) & SSC HR.
External: Auditors, Consultants (IT, Technologies), Suppliers etc.

六. COMPETENCIES
Education: Bachelor degree or above in procurement or related field.
Experience: 3+ years of working experience,1+ years of BPO, SSC or SSC type organisation experience.
Minimum 2 years experience in procurement supervisor position in similar companies.
Communication:Fluent in MandarinGood Spoken and written English;Good inter-personal and communications skills .
Problem Solving: Able to quickly address problems;Strong problem solving capabilities;Possesses excellence oriented and ability to change processes.
Decision-making: Strong in decision making.
Deliver Results on Time: Good time management skills;Highly respect deadline;Able to work under pressure within a busy environment .
Specific Skills: Mature personality.
Technology Acumen: Experienced ERP PTP user is mandatory, IFS preferred .
