ROLE PURPOSE:
The Project Officer is responsible to the Representative, Jinan Representative Office, Government of South Australia for the provision of an efficient and effective project and planning function that facilitates the delivery of major projects for South Australia.
With direction from the Representative, Jinan office, the position will work to contribute to the successful implementation of the South Australia China Engagement Strategy.
ROLE OUTCOMES :
1.Research, analysis and expert advice is provided to identify, scope and secure possible trade investment and higher education opportunities with China and improve the State’s engagement with the region.
2.Collaboration with key stakeholders in Shandong and China more broadly, as well as in South Australia (government, business, industry associations and chambers) to fulfil role outcomes.
3.Contribution to the development of strategies, which will limit risk to South Australia; provided through the development, integration and monitoring of an effective risk management and control processes and programs.
4.Negotiations and discussions between senior representatives of public and private sectors are contributed to and supported in a culturally appropriate manner.
5.Timely and appropriate advice and project planning, coordination and support is provided to facilitate SA business missions program.
6.Advise on economic, political or other changes and trends in China.
7.Responsible for office internal administrations affairs.
8.Responsible for internal translation and interpretation tasks.
9.Government legislation, Code of Ethics for the South Australian Public Sector, DSD and Jinan Office policies and procedures are complied with including ethical/accountable resources and information management, WHS and injury management, risk management, and equity/diversity strategies of the public sector.
QUALIFICATIONS:
1.Essential – Fluent Mandarin and English speaking and written abilities.
2.Desirable – Business or international relations qualifications.
TECHNICAL EXPERTISE
1.Demonstrates extensive understanding of, and ability to successfully work within Chinese cultural parameters and industry sectors.
2.Fluent in speaking, reading and writing Mandarin.
3.Demonstrates broad knowledge of the Chinese (particularly Shandong) and South Australian economies, and emerging issues, policies, programs, principles, practices and factors affecting economic and business growth, innovation, viability and sustainability.
4.Demonstrates sound understanding of corporate and government decision making processes in Australia and China (Shandong), and confidence in assessing viable economic opportunities.
5.Understands the culture of industry and the private sector in both Australia and Shandong and incorporates into business processes and investment strategies.

4.Work effectively within organisational, political and social contexts and act with organisational and political astuteness with all stakeholders.
Experience in–
