一、主要职责

1． Set up and maintain an effective HSE management system at company under the guidance and supervision of the Assistant Quality Manager, includes but not limited to: develop HSE plan, policies, manual, procedures etc. (including setting up and maintenance of ISO14001 and OHSAS18001 management system)
在助理质量经理的监督指导下建立和保持公司的HSE管理框架，包括但不限于发展HSE计划，手册，程序等。(包括建立和维持ISO14001:2004 和OHSAS 18001:2007管理体系)


2． Set up and maintain an effective and standardized safety production system at company as per the Chinese National Standards: AQ3013-2008.
依照中国国家标准：AQ3013-2008的要求， 在公司建立和保持安全生产标准化制度。


3． Prepare and review all necessary documentation and reports for application of permits and licenses related to HSE.（Includes Safety Production Permit）
准备和检查所有与HSE许可证 有关的必要申请文件和报告。（包括安全生产许可证）


4． Organize and handle all activities related to Occupational Health Evaluation, Environmental Impact Assessment, and Safety Assessment in accordance to the relevant Chinese laws and regulations.
依照国家法律和制度，组织和执行职业卫生评估，环境影响评估和安全评价。


5． Perform routine production safety inspection at facility and report any non-compliances and safety hazards to the facility management. (Includes submission of monthly and quarterly inspection reports to local Safety Production Bureau.)
定期对工厂进行安全检查，并将检查的不符合项及安全隐患报告给工厂管理层。（包括每月和每季度将检查报告提交当地安全生产监督管理局）


6． Organize monthly production safety management meeting. Manage and monitor the effective implementation of all corrective action plans.
组织每月的安全生产管理会议。管理和监督所有的纠正预防行动计划实施的有效性。


7． Monitor and provide the necessary safety and training support to the Production department such as organizing regular safety training and briefing activities.
监督生产部门安全活动、培训的实施，并提供必要的支持，例如定期的安全生产培训和班组活动。


8． Monitor the implementation of fire prevention inspection and Explosion-proof Electricals inspection in accordance with local laws and regulations.
监督月度的消防检查和防爆电器检查的实施，以符合当地法律和规章制度的要求。


9． Perform routine inspection to the entire factory to make sure that all employees, visitors and contractors are strictly following the respective safety policies and procedures.
对整个厂的现场工作活动进行经常性的检查，确保所有的员工、访客和承包商严格遵守相关的安全守则和工作规程。


10.Assist in organizing and conducting HSE risk evaluation training to all employees working on site and to devise plan to promote their awareness to HSE. Supervise and monitor all repairing and construction activities to ensure full compliances to the Company’s HSE policies and procedures.
协助组织、实施对所有员工的HSE和风险培训以提高他们的HSE意识。监督、检查现场的工作活动，保证这些工作活动符合公司的HSE 标准。


11.Assist in the setting up and maintenance of an effective emergency and evacuation program at factory and organize regular rehearsal to prove the effectiveness of the program.
协助建立并维持公司的紧急救援队伍，制订紧急救援预案，并定期进行演练，确保预案能够有效执行。


12.Identify, analyze and assess any potential safety risks and hazards and communicate with relevant department managers and make recommendations for necessary corrective or preventive actions.
辨识、分析和评估所有风险或事故，与相关部门交流沟通并为他们制定改正或预防措施提出建议。


13.Set up an effective monitoring program at factory for all emissions and waste discharges (solid, gas, liquid) from all production activities and make sure they are in full compliances with the local regulations and standards.
在工厂建立有效的监控程序，监测生产活动中废弃物（固体、气体和液体）的排放和处理，确保符合当地法律法规和其他标准的要求。


14.Set up an effective identification and evaluation HSE system (for environmental risks), and implement an improvement plan to minimize the safety risks and damages to the environment.
制定现场环境因素和风险评估、改善计划，将安全风险和环境破坏减至最低。


15．Perform other support to the Quality department as and when necessary.
必要时支援质量部门的其他工作。



二、上岗资格:

1，中专以上学历，化工或者安全专业；
Technical secondary school or above, major in chemical or security


2， 英语一般；
Good at English


3， 具备危险化学品企业从事生产经营活动相应的安全生产知识和管理能力；危险化学品企业同等职位3年以上工作经验；
Have enough Production safety knowledge and management ability to keep the dangerous chemical enterprises engaged in production and business operation activities; Have more than 3 years working experience in the same position of the dangerous chemical enterprises.


4， 熟悉有关危险化学品安全规范和标准及安全生产法律、法规、规章，职业卫生管理制，熟悉危险化学品企业生产安全管理的运作，能够及时发现安全隐患并给予纠正；
Familiar with the hazardous chemical materials safety norms and standards and production safety laws, regulations and rules, the occupational health management system, familiar with the dangerous chemical production safety management of operation, to find potential safety hazard and to give correct in a timely manner.


5， 取得广东省安监局颁发的安全主任资格证或者广东省安监局颁发的安全生产管理员资格证书；（有国家注册安全工程师职称为佳）
Obtain safety bureau of guangdong province issued by the safety officer certificate or safety administrator's qualification certificate issued by the safety bureau of guangdong province; (there are national registered safety engineer title is preferred)


6， 有高度的工作责任心；
Have a high sense of responsibility;


7， 具有一定的协调、组织和沟通能力，具有一定的语言表达能力；
Have certain coordination, organization and communication ability, has certain language expression ability;


8， 有相关的ISO质量、环境、HSF、职业卫生管理体系内审员证书或相关经验优先
Related ISO quality, environment, HSF, occupational health management system internal auditors certificate or related experience is preferred
