Job Description
PRIMARY FUNCTION:
This position support APAC Indirect Purchasing Manager to define Plant requirements and participates in the selection and relationship building with key suppliers to leverage Eaton’s purchases and reduce costs across all business units.
This position also is responsible for implementation of Indirect programs within the APAC Indirect Manager assigned sub-region. In 2012, estimated scope of spend equates to >$6M USD, covering all Indirect Material and Services.
• Purchasing support for the indirect commodity and service.
• Under the leadership of the APAC Indirect Purchasing Manager, in conjunction with respective business unit’s and the Corporate SCM team in WHQ Cleveland, develop, align and deploy effective key Service strategies for INDIRECT COMMODITIES AND MRO, with accountability to positively impact associated annual commodity spend – delivering annual value in terms of cost out, cost avoidance (where appropriate) as well as through capability improvement and process improvement. This will be demonstrated with appropriate metrics – achieved in close collaboration with each regional Business Unit, increasing leverage across a rationalized set of preferred supplier partners, particularly with high-Indirect MRO consuming business units.
• Support the initiation, development and execution of CHINESE ‘sub-region wide’ strategic initiatives that facilitate cross-business synergies
• Support vendor sourcing and defining suppliers as either ‘strategic’ or ‘preferred’ partners for INDIRECT MRO AND SERVICE commodities, challenging business units to convert spend to either ‘strategic’ or ‘preferred’ supply base. With this approach, create a rationalized supply base that covers a majority of spend and that is managed at a senior management level in both organizations.
• Oracle system or other ERP maintenance if need
• Communicate among related functions to effectively resolve purchasing issues and maximize customer satisfaction;
• Improve customer satisfaction
ESSENTIAL FUNCTIONS:
Procurement of indirect Category & Commodities (MRO, Facility Services, Packaging, and other service etc.) for Eaton through bidding, benchmarking, and negotiation;
Collaborates with stakeholders to achieve assigned special projects and or initiative outcomes
Supplier base development, prequalification and management to ensure cost-effective supply with consistent quality and acceptable service & delivery levels; Use the QBR/Score card to drive the continued improvement
In compliance with Eaton procurement policy and T&Cs; Monitors and reports Operations’ compliance to service agreements and strategy
Assist all functions in negotiating long term contracts to ensure optimal supply and cost structures as well as filling
ERP system maintenance if need.
Support APAC indirect manager to establishes and leads regional/country cross-functional, multi operation supplier selection process teams
Keep efficient communication within user department and SCM interfaces
Responsible for monthly reports regarding indirect outsourcing & procurement activities as well as Oracle data maintenance
Liaison with all levels of Eaton businesses and external vendors/suppliers whilst maintaining excellent customer relationships;
Basic Qualifications (Including Educational Requirements)SPECIALIZED KNOWLEDGE:
• Have understanding of the business unit needs at a sub-regional level
• Understands technical specifications, product performance requirements, manufacturing processes, and end user expectations
• Possesses strong negotiation and supplier management skills
• Ability to develop and negotiate effective commercial contracts on behalf of Eaton.
• Maintains awareness of other functional roles and responsibilities and how they support Corporate and business objectives
• Possesses intimate knowledge of labor industry trends and risks
• Has e-Procurement implementation experience
• Understands international tax, duty, tariff implications for global commodities
