RESPONSIBILITIES:

. Provide coordinate to develop, maintain, and manage new construction projects by leveraging outside consultants and resources.

· Administer contracts, such as local construction companies, design firms and consultants.

· Provide and establish facility/utility design concepts,

· Provide assist with development, and contracting of construction firms.

· Ensure construction and project implementation complies with the plans, specifications and budgets controls

· Communicate broadly regarding issues, programs, projects, etc.

· Evaluate facilities requirements and give appropriate guidance to management.

· Promote teamwork, technical expertise and skills enhancement, effective resource utilization, and continuous improvement within facility projects.

· Develop and apply common systems and practices, whenever appropriate.

· Promote understanding of regional issues, priorities, infrastructure, practices, etc. among units.

· Execute facility condition assessments for existing facilities and assist the plant personnel in developing and maintaining a five year facilities capital spending forecast.

· Serve as an electrical subject matter expert throughout China, consulting with the plants in the region on technical issues that the plant personnel cannot address on their own.

· Perform facilities due diligence assessments on potential merger and acquisition targets

· Build and maintains good working relationships with government agencies and utilities infrastructure providers

REQUIREMENTS:

· Bachelor degree or above with Civil/ Mechanical/Electrical/Industrial Engineering or Equivalent (Required)

· Well developed oral and written communication skills. (R)

· Electronic information management skills, including AutoCad. (R)

· Develops working relationships and manages conflict effectively. (R)

· Well-organized and able to work with minimum of supervision. (R)

· Able to anticipate problems and the undertake actions necessary to avoid them. (R)

· Experience with facilities design & construction practices, common processes, specifications and project management techniques. (P)

. Experience with Maintenance management at facilities and equipment level (P)

· Bilingual language skills, English (R) and one other language. (P)

· Has advanced technical, scientific or management degree. (P)

· Strong cultural affinity to the assigned Asia Pacific region. (P)
