I. POSITION PURPOSE:


The Manager Purchasing CapEx will actively drive sourcing processes for strategic investment projects and collaborate to the development of global process standards.



Examples for CapEx sourcing projects are:



Facility Management (Building activities, Plant Enlargements, )

Machinery & Equipment (Machining Centers, Welding Equipment, Machine tools, Paint shops, Material Handling Equipment such as Forklifts or Conveyers)



Purpose of this position is to source on time, best processes and equipments at best prices and ownership cost;by:



· Benchmarking between plants design, processes and equipments

· Challenge Design and Manufacturing Engineering to simplify parts and processes

· Get positive ideas of suppliers to further reduce cost.

· Bundling purchases to increase leverage towards suppliers and establish long term relation ship.

· Make clear specifications and contracts for a positive win-win relationship.

· Develop machining equipment manufacturer database to be shared by Global OPS Especially companies operating in China

· Follow new processes and World Class manufacturing technology through different shows/expo and magazines




First project is to source equipment and processes for a new manufacturing facility in China and requires also to make the link between Manufacturing Engineering in France and the factory in China.



The Manager Purchasing CapEx will be located in Changzhou and has global responsibility











II. MAJOR ACCOUNTABILITY: Objectives
Key measurement





- Source on time CAPEX for assigned projects

- Follow-up Technical team and validate Tender Documents.

- Enforce a standardized tendering Process.

- Support Budget Planning

- Create / Follow standards for:

- Tender documents (RfQ)

- Compliant award decisions

- Supplier Management

- Tracking of savings

- Increase budget and project transparency

- Methods & coaching



- Achievement of Milestones

- Achieved Savings within CapEx Projects

- Provision and communication of templates

- Document supplier performances and quality audits




III. FUNCTIONAL KNOWLEDGE:

· The qualified person should have minimum of 5-10 years experience buying manufacturing equipment for heavy equipment, automotive, agricultural or construction

· Operative and strategic purchasing experience, preferred from a manufacturing company with high vertical integration

· Good understanding of cost structure, supply markets, technical drawings and specifications for:

o Machinery & equipment

o Construction works (material and services)

· Experience in creating and processing RFQs for high value and high complex products and services

· Knowledge of contract and procedure establishment in accordance with beneficial aspects for sourcing decisions (risk mitigation terms, liability, penalty, etc.)

· Solid project management skills to keep track of multiple parallel activities

· Supplier development experience is a plus

· Very good experience in equipment maintenance and plant equipment purchasing

· Good understanding of machines MTBM for major machines and processes

· Good understanding of machine Runoff approval process short term SPC and process capability analysis equipment manufacturing companies.

· Required experience in machining centers, assembly equipment, hoists specifications, motors type and application, jigs design and specification/materials fixtures and other tools required to run automotive oriented manufacturing operations.




IV. BUSINESS EXPERTISE:

· Strong negotiation power, on both technical and commercial negotiations

· Communication skills to internal and external stakeholders

· Persuasiveness and diligence in dealing with 3rd parties in order to achieve best result on time

· Multi Project Management experience while respecting tight deadlines




Tasks need to be prioritized and scheduled, good time management and proactive work flow planning are essential
Experience with Best Cost Country Sourcing (China, Russia) is a plus

V. INTERPERSONAL SKILLS:


Coordinate and motivate multi-disciplinary experts in a multi-cultural environment
Plan and drive the realisation of effective sourcing
Prevent and resolve potential conflicts
Communicate clearly and positively.
· Manager CapEx should be ready and able to travel within the global CUSTOMER sites. Travel is expected to be more than 50% of the working time.



VI. QUALIFICATIONS AND EXPERIENCE:

University degree
5+ years experience of work in a production company in technical or commercial position
Practical experience of purchasing high cost equipment and services
Excellent skills of written and spoken English, in both business and technical application
Strong quantitative, analytical and problem solving skills
Experienced usage of PC Office software (Word, Excel, Powerpoint, Outlook)
