职位描述
Key Position Responsibilities:
§ To provide strategic and daily Facilities and equipments Management to secure plant operations;
§ Budget and manage all facilities OPEX Expense and CAPEX Capital to align plant’s objectives;
§ Provides training, guidance, direction and work assignments for Facilities and Maintenance department staff members. Serves as mentor/coach and provides development plans.
§ Responsible for developing and implementing an appropriate Equipment P.M. program. Evaluate and implement best practices, establish performance metrics and train personnel to world-class performance.
§ Responsible for developing and implementing a comprehensive facilities improvement program. Evaluate and implement best practices, establish performance metrics and train personnel to world class performance in regard to Facilities Management Security, Janitorial, Grounds Keeping, Cafeteria, Utilities Management, Capital Expenditure, etc.
§ Defines projects, provides leadership role in planning and administering major facilities and maintenance projects. For all projects, reviews and estimates design costs including equipment, installation, labor, materials, preparation and other related costs.
§ For all projects, inspects or directs the inspection of construction and installation to ensure conformance to established codes, corporate requirements, specifications and schedules.
§ Evaluates and selects contractors/vendors. Ensures contractors meet all performance requirements, including cost, quality, safety and environmental
§ Understanding of operations process and critical impacts from facilities systems.
§ Provide direction to ensure all Quality requirements for the site are met as prescribed by regulatory, work instructions and SOP. Complete Quality action plans on time to support Quality processes and audits.
§ Provide direction and leadership for the preparation and placement of all contracts in conjunction with procurement partner to ensure maximum cost efficiency.
§ To co-ordinate and integrate Facilities Vision for the business, aligned with the overall business strategy.
§ To develop, review and/or approve Technical Standards and policies related to Facilities and manufacturing equipment.
§ To assure Facilities Systems are robust and comply with all applicable Regulatory standards
§ To foster an environment of innovation within the Facilities functions.
§ To partner with other business functions and contractors to implement solutions to achieve business goals.
§ To establish and report appropriate Facilities business KPI’s to identify and priorities actions. To lead, influence and implement improvement opportunities and problem solutions.
§ Responsible and held accountable for the relevant organization / department’s health and safety performance.
§ Maintain an expert knowledge of existing and proposed Chinese EHS regulations & global EHS regulations.
§ Establish and communicate to their staff the minimum acceptable health and safety standards within the organization, and provide sufficient resource required to achieve these standards.
§ Regularly review the organizations / department’s health and safety procedures / performance, then act in a timely manner to correct identified weaknesses.
Experience
Skills and Abilities (Can Do Criteria):
§ Bachelor degree or above in engineering, Associate degree in mechanical manufacturing is the Minimum;
§ Fluent English in listening, speaking, reading and writing;
§ 8 years working experience and 3 years management experiences is the minimum;
§ Familiar with safety and health law and regulation; Hazard analysis and risk evaluation capability; good presentation skills;
§ Experience in RODI water, waste water treatment, dangerous chemical operation and exhaust.
§ Experience with FM Management System;
§ Demonstrated experience in achieving and maintaining effective facilities management Systems in a Multi-National Corporation.
§ Excellent written and verbal communication skills. Knowledge of related standards and regulations and demonstrated expertise in interpretation and practical application of these requirements. An experience of leadership roles in a worldwide project management, problem solving and technical projects in multi-cultural sites.
§ A demonstrated ability to prioritize and manage multiple projects while meeting deadlines/budgets.
§ A demonstrated ability to develop and implement project plans that result in maximum efficiency with minimal waste.
A demonstrated ability to balance and manage business risks consistent with Biomet Policies
§ Ability to effectively negotiate and influence Senior Company Management and other Departments and Contract companies.
§ Be familiar with the CNC equipment, central heating system, door access system, cleaning room equipment system.
