1. Develops Shama HR strategy in conjunction with the mission, goals and objectives of the properties and presents to Executive Committee.

3. Develops a property succession plan.

4. Designs HR forms, documents and processes.

5. Develops staffing policies in line with Shama Shanghai guidelines.
按照莎玛上海的指导纲要制定员工配置制度。
6. Assist Department Heads in customizing Job Descriptions.

7. Develops a reward and recognition system.

8. Perform the role of adviser, consultant and councilor to management and staff.

9. Develop strategies to correct operational problems relating to staff (including absenteeism, turn over, retention, morale etc).

10. Manage industrial relations issues of the property.

11. Manage workers compensation and rehabilitation and medical insurance.

13. Develop and implement procedures for handling disciplinary and grievance interviews.

14. Establish relationships with external organizations including government training agencies; training consultants; private training providers and professional associations.

15. Provide advice to the General Manager in the meeting of strategic objectives.

22. Works with Director, Finance - China in the preparation and management of the Department’s and properties’ budget.

23. Familiarizes and enforces local HR policies and procedures.

24. Liaises with individuals outside the property including, but not limited to, employee benefits representatives, attorneys, applicants, government officials, colleges and universities, competitors and other members of the local community.

25. Manages Human Resource Department, ensuring compliance with all Corporate, area and property policies and procedures; and current local and government regulations pertaining to employment practices.

26. Assists the General Manager, where appropriate, in the development and preparation of the Property’s Strategic Plan, Marketing Plan and Goals Program.

27. Ensures clear lines of communication exist to disseminate information affecting employer - employee relations, employee activities and property policies and program.

28. Prepares and submits periodic reports for management’s use in accordance with Corporate and government requirements, such as turnover reports, personnel inventories, absenteeism reports, health and safety, accident reports etc.

29. Maintains and updates files on employee records, legal documents and other Personnel matters, efficiently and confidentiality.

30. Maintains effective communications at all levels of management and staff.

31. Assists in maintaining and creating a positive atmosphere within the property that allows for open two way communication that ensures morale and productivity reach the highest possible levels.

32. Develops and implements recruiting and screening systems and procedures in order to attract qualified candidates for position vacancies.

33. Ensures all new employees attend the property’s Orientation Program in accordance with Shama guidelines.

34. Monitors the administration of the Performance Appraisal Program and acts in an advisory capacity to property department heads on the process.

35. Regularly analyses properties’ manpower requirements and recommends selection and development activities to meet those requirements.

36. Contributes to the development and implementation of improved methods of work and better utilization of staff in all area.

37. Counsels property personnel as needed in areas such as career planning, training and development, employee/personal relations and legal issues related to personnel.

38. Ensures applicable laws, regulations, Shama policies and procedures, and union agreements are followed in relation to Grievance and Disciplinary procedures. Consults with department heads on appropriate actions and recommends to management final action to be taken.

39. Implements and monitors an effective employee relations and welfare program in the properties.
