Express Technology is looking for an experienced project portfolio manager based in Hangzhou to join the tech PMO team. The technology project management office owns the delivery of complex initiatives in IT organization. Tech PMO shall track portfolio deliverables across multiple teams and use foundational project management principles to create operating models. A successful candidate must have demonstrated process improvement experience and response challenges with flexibility and efficient approach.

w  Oversee whole technology outsource service lifecycle with a systematic and proven methodology. Including agreement, requirement, onsite contractor onboard/offboard, workload reconciliation, payment settlement and service quality review.

w  Manage a dynamic resource pool across Hangzhou & Shanghai development/operation teams. Drive contractor resource utilization and efficiency excellence practice and setup feasible outsource management process.

w  Fostering and maintaining relationships with key stakeholders to understand their business objectives and fulfil resource demand.

w  Work with Budget Tracking team to make sure contractor cost is predictable, trackable and controllable.

w  Monitor the operation of resource pool and interface with providers to remove any potential legal or compliant risk to the organization.

w  Provide objective, transparent, accurate, timely status reports and program summaries to executive teams including scope/schedule/cost risks, project status, resource allocation and business impact.

w  Actively drive the enhancement of portfolio management, program management and project management processes, tools and templates to improve the operating model maturity of a scaling product ecosystem and transforming technology organization.

w  Provide learning materials, guidelines, eLearning, classes training as appropriate to ensure process is being followed by all the project managers and engineers in the organization. Hold a responsibility to make sure everyone understands the process.

w  Bachelor degree in Computer, communication or EE;

w  8 years professional experience in software development or portfolio/program/project management;

w  Good soft skills to communicate and influence others to achieve aggressive goals;

w  Affinity to technology;

w  Good demonstration of can do, driving attitude, and flexibility; Ability to work independently; self-motivated; self-starter;

w  Proven experience in outsourcing resource pool management is a must.

w  Fluent in Mandarin and English;

w  Knowledge of professional software engineering practices for the SDLC; experience in release management; change control and quality assurance processes;

w  Project Management Professional Certification (PMP) or Project in Controlled Environment V2 (PRINCE 2) is a plus;

w  Previous experience in banking, clearing house, payment industries is a plus;

Previous experience in budget planning, cost tracking domain is a plus.
