Summary:
Develop and manage suppliers in China and other Asia countries for printed circuit boards, wiring harnesses and other electronic sub-assemblies. Provide technical and sourcing expertise for the qualification and development of suppliers. Control costs through development of a cost effective, efficient, high quality, lean supply chain. Implement rapid replenishment programs to reduce lead times and improve on time delivery. Develop long term agreements, leveraging worldwide volumes where possible. Execute supply base improvement initiatives.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
Lead the LCC sourcing in China and other Asia countries for PCB, wiring harness and other electronic assemblies.
Provide technical expertise in the identification, qualification and development of suppliers.
Work as the technical liaison between the suppliers and Wabtec engineering teams in new PCBA sourcing development. Communicate Wabtec’s specifications to suppliers, review and approve suppliers’ manufacturing processes and control plans, and participating and monitoring validation testing. Support development and qualification of FAI samples.
Develop and implement corrective actions with suppliers to resolve non-conformance events.
Support the sourcing requirements for Wabtec business units in China, North America and Europe.
Coordinate sourcing activities with corporate and group level category managers and buyer.
Create and manage formal bids and requests for proposals, and complete bid analysis to determine lowest total cost of ownership.
Review and execute purchase orders for completeness and compliance with applicable requirements.
Assist with production planning, inventory reduction and logistic operations.
Support QA team for supplier quality system and process audits; and train inspectors.
Own and improve supplier performance metrics for: PPI, on time delivery, supplier CoPQ, and quality PPM.
Negotiate, review, prepare (with legal) and award commercial contracts with key suppliers.
Provide monthly reports of supplier performance concerning product information, prices, quality, deliveries, and service.
Lead quarterly business reviews with key suppliers on cost reduction, productivity and quality improvement, and on-time delivery.
Lead the annual review of supplier competitiveness improvement, component pricing trends, manufacturing costs, and purchase price negotiations.
Support engineering teams on new product development projects by providing cost analyses, recommending supply sources and manufacturing processes and meeting costs targets.
Update supplier information in PRISM database.
Travel minimum of 10% of the time to develop and manage supply base.
Qualifications:
Bachelor degree in Electrical Engineering;
At least 5 years of working experience in procurement, manufacturing, engineering, supply chain and/or quality management;
Knowledge of and experience with PCBA design, manufacturing, testing and technical problem diagnosis;
Fluent in spoken and written English;
Advanced Microsoft Excel;
Analytical skills, negotiating and result oriented competencies;
Flexible attitude, ability to communicate with all levels of the organization;
Pro-active, able to identify and handle priorities.
Education/Experience:
Requires a Bachelor's Degree in Electrical, Mechanical, Industrial or Manufacturing Engineering, 4 – 6 years of professional work experience as an Engineer in Test, Procurement, Supply Chain, or Quality Engineering venues
Language Ability:
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format.
Math Ability:
Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis.
Reasoning Ability:
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Computer Skills:
To perform this job successfully, an individual should have knowledge of Word Processing software; Spreadsheet software; Inventory software; Internet software; Order processing systems; Project Management software; Manufacturing software; Database software and Contact Management systems.
Certificates and Licenses:
Certified Purchasing and Supply Chain Manager designation (CPSM) or equivalent is desirable, but not required
