职位描述：
Main Tasks and Responsibilities:
1. Drive 100% compliance with sourcing policy and procedure, supplier approval, competitive bidding, delegation of authority approval.
2. Lead Biologics purchasing activities for consumables, Biology Reagent and CapEx, coordinate with Sourcing team to achieve direct material deflation & productivity targets.
3. Develop purchasing strategies for CapEx/Consumable sourcing, ongoing supplier management and evaluation.
4. Develop, implement the sourcing strategy, drive supplier selection, development, and monitor the overall supplier management
5. Continually search for market insight and best practice. Bring it back to the group and drive for better performance/result upon that.
6. Develop and measure the level of supplier generated cost reductions. Lead communication of each site, with serve on your own initiative, guide a need and meet the demand.
7. Partner with key business stakeholders to ensure purchased services meet the business financial and product needs.
8. Ensure all verbal and written interaction with all business partners – internal and external is at professional standards.
9. Lead and actively participate in the creation of innovative operational solutions to support procurement initiatives.
10. Continually work to improve standards and processes in all aspects of procurement including processes, procedures, work instructions, additional documentation and systems responsibilities.
11. Establish and maintain an effective organizational structure to assure operational efficiency and proper coordination among operation units and business units.
12. Lead and actively participate in the creation of innovative operational solutions to support procurement initiatives.
13.Responsible for Biologics Procurement team building and development.

Qualification：
1. Bachelor's Degree in Pharmaceuticals, Life Science, Chemical related.
2. Minimum of 8-10 years experience in Supply Chain Management or Business.
3. Skilled in analysis, Finance, Cash Management, and Supply Chain.
4. Ability to navigate through a large complex business and solve problems.
5. Strong negotiation skills, presentation skills, interpersonal skills.
6. Self-disciplined and motivated.
7. Proven Executive Leadership skills in driving change across an organization.
8. Operation experience in multi-site, cross-functions and matrix organization.
