About This Job:
? To lead the delivery HR Payroll and ensure an effective and efficiently managed service is in place. This should be achieved through:
? Living Syngenta Business Services values and framework;
? Acting as a subject matter expert (SME) within the appointed process scope
? Integration into the Syngenta HR services delivery model;
? Regularly seeking feedback from customers on service satisfaction
? Understanding the delivery of end to end services across the HR TOM
? Identifying continuously improvement opportunities
? Maintaining strong professional and connected relationships with chosen partners
? Implementing new services according with established governance
Services Delivery
? Deliver China Payroll processes which are within the area of subject matter expertise
? Manage monthly Payroll delivery (FTE & 3rd-party)
? Manage Social insurance and housing fund delivery (FTE & 3P)
? Manage Budget and Latest Estimation delivery as per Financial timeline
? Manage Market Survey Delivery
? Manage Sales Incentive Plan conduction and delivery
? Internal Payroll audit and external Government Audit implementation
? Any other C&B related tasks which require performing locally.
? Deliver escalation and issue resolution service within the agreed governance working.
? Establish a strong base of disciplines which includes documentation, process flows, procedures, metrics, handoffs and escalation and service recovery with a key focus on clarity, transparency and predictability.
? Contribute as necessary to the development of policy or procedure bring insight from daily operations and service management
Service Management
? Focuses on service performance and continuously improvement through: client dialogue, metrics, feedback, governance and compliance. This includes developing with strong feedback loops to global service managers and vendors (at Global and local levels)
? Evaluate and develop vendor(ADP, CG, Fesco, etc.) capability to ensuring delivery of service as per SLA on time and accuracy
? Manage the implementation and deployment of new services whilst continuing to focus on continuous improvement in efficiency and effectiveness.
Legal and Fiscal
? Ensure services provided are compliant with internal compliance requirements, local employment legislation, regulations, consultation requirements, Syngenta Code of Conduct and Syngenta HSE Policy.
