Basic Function / General Description:
? This Supply Chain Senior Manager or Associate Director will have team of Senior Supply Chain Engineer/Supply Chain Manager reporting to him/her.
? This Supply Chain personal will responsible for WHQ Strategic Components including elevator E-3 products and/or GeN2 strategic global products and global suppliers, managing supplier contract, cost and capacity management covering existing mass production parts and also new program/new products under development phase. This includes critical sub-suppliers to achieve best in class cost, quality and delivery performance. He/she and his/her team will focus on new product sourcing, negotiation, qualification, contract management & renewal, performance monitoring & improvement, Otis worldwide factories coordination and crisis management; provide total cost leadership to meet customer satisfaction.
? This Supply Chain personal will be Program Manager (PM)/ Project Leader for critical 2nd/3rd sourcing projects, critical technical transfer projects, product extension of supplier own design related critical projects. As PM or Project leader, he/she need to work with Worldwide Key Components Engineering team and cross functional team to develop details project schedule, risk & mitigation plan, establish regular team meeting to track status, resolve conflict and escalate timely to top management for help when required.
? This Supply Chain personal lead SCM team to perform external industrial data collection and identify competitive commercial products to add on to strategy and roadmap for elevator E-3 and/or GeN2 strategic global key components.

Duties, Responsibilities & Authorities:
? Compliance with ethical rule & regulations; ensure ethical awareness and culture when interface with suppliers; ensure the supplier selection & development activities are transparent, fair and ethical in order to be compliant with UTC Code of Ethics.
? Deploy Otis EHS policy and requirement in supplier selection & development activities; continuously improve EHS performance of suppliers and awareness of Otis employees.
? Deploy Otis Internal Control policy and requirements; ensure compliance environment.
? Lead SCM team for suppliers sourcing, selection, initial assessment, qualification process, negotiation, contract management & renewal, performance monitoring & improvement, Otis factories coordination and crisis management.
? Liaise with legal/IP to establish supplier agreement including NDA, MDA/SOW (as applicable), Supply Agreement, and Tooling & Testers Agreement (as applicable).
? Work with Supplier Quality Team & cross functional team to align on supplier identification and selection process for 2nd/3rd sourcing and/or cost reduction initiatives. Focus on supplier financial status, organization / future plan, total cost management, manufacturing efficiency & effectiveness; provides coaching and training to SCM team for supplier sourcing & selection to achieve best in class cost, quality and delivery.
? Responsible for total cost of responsible products. Guide team to establish should cost & detail cost breakdown covering raw material, purchased parts, processing time & cost, supplier production & tooling investment, SG&A and Profit, packaging and delivery cost.
? Guide suppliers & SCM team to address outstanding overdue payment issue
? Responsible for supplier risk management review, escalation, guide SCM team to develop mitigation plan and track till closure
? Represent Supply Chain in DRB/ QRB/ CCB meeting for Gen2 System, High-rise System, Machine, CSB, E-3 as assigned
? PUI: guide SCM team to negotiate & finalize COPQ cost ownership, work with supplier and PIC for PUI replacement material delivery plan
? Apply playbook tools, lead initiatives to perform benchmarking and industrial analysis including suppliers’ product capabilities and cost competitiveness, suppliers’ major customers and shipment volume, identify strategy & approach to manage SCM team and responsible products and suppliers to achieve annual and 3 year plan objectives
? DIVE/RRCA for suppliers’ delivery issues, focus on preventive measure.
? Writing, developing and deploying supply chain management standard work.

Accountability & measures:
? Job performance will be measured in accordance with total cost management, supplier on time delivery & OPS projects on time completion and cost reduction rate.
? As supervisor, will be measured on people development and employee performance appraisal process execution and effectiveness.

Work experience & skills requirements:
? Minimum of 10 year experience in Supply Chain Management position.
? Experiences in mechanical commodities management.
? Experiences in should cost analysis covering material, special processes and assembly cost structure, able to provide coaching to team
? Ability to conduct DIVE/RRCA using 5 why, Fishbone and other analytical tools.
? Fluent in written and spoken English
? Good command of computer knowledge-Word, Excel, PowerPoint, Outlook, etc.
? High working efficiency and strong sense of responsibility.
? Excellent people interaction and communication skill at all levels, strong team player and team leader.
? Self-motivated and able to handle pressure
? Ability to provide clear direction, develop team member, organize and balance team workload using structural approach.
