JOB TITLE Deputy Bursar
DEPARTMENT Non-Academic

OBJECTIVES
    Reporting to Bursar, the Deputy Bursar is responsible for assisting the Bursar with the management of the project during the set-up phase and will be the central point of contact for all key stakeholders. After the school opens the Deputy Bursar will be assisting the Bursar for all non-academic operations of the school.
    The Deputy Bursar and the start-up team will be supported by senior members of staff in the Wellington China central office, offering guidance and help on marketing, HR, design and construction, IT, etc.
KEY RESPONSIBILITIES:
-Project Management
    Create and execute the project master plan and revise the plan as appropriate to meet changing needs and requirements. The project master plan covers all aspects of the project, including:
? Campus design and construction
? Market research
? Financial planning
? Legal and license application
? Government relations
? Marketing and admissions
? Organization planning and hiring
? Purchasing and vendor management
- Financial
? Advise on the general financial policy within the College.
? Prepare budgets and financial projections of the school, monitoring cash flow projections and
  for the control of expenditure within the approved budgets.
? Be responsible for the maintenance of the school’s accounting records, the preparation of all
  students’ accounts and for ensuring their prompt settlement.
? Be responsible for the preparation and filing of statutory financial statements and for all tax
  filings and compliance with tax regulations.
- Human Resources
? Ensure that all staff members have a contract of employment which complies with the
  employment legislation within the People’s Republic of China.
? Under the direction of the Bursar, appoint all non-teaching support staff but will be expected to
  discuss such appointments with the Headmaster in the case of the more senior posts.
? Be responsible for all disciplinary matters concerning the non-teaching staff.
? Be responsible for overall leadership and management of all members of the non-teaching
  staff who are employed throughout the College and for appraising key members of staff.
? Assist in identifying areas in which they would benefit from training, and arrange accordingly.
- Buildings and Grounds
? Maintain all College buildings, College grounds and playing fields.
? Be responsible for the cleanliness, good condition and security of the College buildings and
  other facilities.
? Ensure the maintenance and efficiency of the installations and plant for electricity and gas
  supplies, heating of domestic water and air conditioning. Oversee the letting of energy
  contracts to obtain the best available rates.
? Arrange all College staff accommodation, its sourcing and upkeep, following its allocation by
  the Headmaster, including any letting arrangements of College property to outside
  organisations.
? Manage building and grounds development projects, including the production of specifications, obtaining tenders and liaising with contractors.
-Record Keeping
? Maintain full and complete archives relating to all school functions especially financial and budgeting, the physical plant, student records and employee records.
? Ensure that the College always has accurate and up to date records of all necessary information on students and their families.
? Supervise the collection and organization of information about applicant families, ensuring that the communication with those families is prompt, precise and informative while making sure that the Headmaster, and such other staff members as may be involved from time to time in the admissions process, can receive information about applicant students in a useful and accurate form.
? Be responsible for all the administrative and financial arrangements involved in the withdrawal of students from the College.
- General Administration
? The following responsibilities should be considered of a general nature and may in part be covered by other responsibilities set out above:
? Supervise technology and technology support staff, overseeing the computerization of school administration, admissions and student files, etc.
? Negotiate contracts especially, for example, the cafeteria, the provision of bus transport and school uniforms with outside suppliers and provide oversight to ensure that the contracts are implemented as agreed.
? Ensure that catering meets the requirements for hygiene, food safety and that it provides a healthy and nutritious balance.
? Purchase all goods and services from external organizations in accordance with our purchasing policy.
? Maintain full and adequate insurance policies covering all risks likely to affect the school's physical plant, students, and employees.
? Ensure proper registration of all certificates and license with government and regulatory authorities.
? Ensure proper legal review and minimize risks on all school contracts and documents.
? Make sure that the College complies with the highest standards of health and safety
  legislation, ensuring that the College’s Safety Policy is kept up to data.
? Manage the Medical Centre and College Nurses.
JOB QUALIFICATIONS
BASIC QUALIFICATION
Education ---Bachelor’s degree or above
Major ---Business Administration
Language ---Native speaker of Chinese and fluent in English
EXPERIENCE
---Working Experience Minimum of 10 years’ experience in the field of business administration; ----Professional accounting qualification such as CPA or ACCA
----Management Experience Successful and dynamic leader with 15+ years of relevant
     experience in operation and at least 7 years of people management experience
PREFERRED APTITUDES
? Experience of start-up
? Experience in leading multi-cultural partnership projects. Strong people skills, ability to work
    with people from different cultures, industries and at different levels of seniority.
? Passionate about quality and has an eye for details
? Experience in schools is a plus
? Strategic Vision – a forward thinker with the wisdom to reconcile the business needs of the
    College with the educational and pastoral aspirations.
? Leadership – capable of strong leadership and of motivating the workforce.
? Communication Skills – capable of communicating effectively with all members of the College
    community. Tolerance, tact and diplomacy will be fundamental to the forging of effective working relationships.
