Job Title: SHE Senior Supervisor
Report to: SHE & Security Manager
Business Unit: DNP/Operations/M&T
Location: Shanghai
The Purpose:
Secure Xinghuo site operation by:
1. Supporting Xinghuo site operation to comply with overall global standards (both DSM and local) that DSM maintains as a core value
2. Supporting site line management in improving SHE performance and SHE behavior in line with DSM’s lifesaving rules and development of a continuous learning and improvement culture
3. Supporting site SHE & Security competence development
4. Supporting SHE & Security Manager to continuously raise the bar on various disciplines of SHE & Security
5. Planning and monitoring of implementation at the plant/functional area entrusted to his/her support
The Position:
1. As site competence leader of assigned SHE disciplines:
1) Serves as a resource and/ or subject matter expert on the assigned SHE disciplines. Collaborates with regional and BG/BU competence leaders to ensure a consistent, common application of relevant policies, programs and procedures
2) Maintain and renew relevant permits, assessments and registrations that are part of LTO
3) Maintain and update site procedures in line with relevant internal and external requirements/standards
4) Plan and organize deployment of relevant new/updated internal/external requirements/standards for the site, including gap identification, action planning & follow up, and closure verification.
5) Plan and organize competence development of relevant SHE discipline for the site
6) Lead or support SHE subcommittees on relevant SHE topics
7) Represent Xinghuo site in the platforms and networks of relevant SHE disciplines to exchange and bring back good practices and common challenges
2. As SHE gate keeper of entrusted plant/functional area to support plant manager/ functional manger:
1) Actively participate in development of plant/functional are SHE plan (annual and multi-year) to support continuous improvement of SHE performance by providing outside-in perspective, challenging current procedures and practices, and identify improvement opportunities
2) Identify deviations in execution from procedures and requirements by inspections and verifications
3) Identify compliance gap in standard & procedures of plants/functional departments
4) Coordinate applicable SHE risk assessments (PS, IH, High Risk Job, etc.) by overall planning, resources organization and progress monitoring
5) Identify training needs and support line managers to develop training matrix and annual training plan
6) Provide training or coaching to plant/functional area on SHE knowledge and awareness, incident learnings and sharing, new requirements, etc.
7) Provide SHE expertise in specific tasks, such as incident investigation, high risk job planning, MOC evaluation, etc.
3. As a member of SHE department:
1) Support daily operations of SHE department such as preparing SHE statistics, receiving external inspections and audits, instructing trainings organized by SHE department, etc.
2) Participate in audits and inspections organized by SHE department
3) Administrative affairs like translation of documents, coordination of trainings, meetings, summarizes, etc.
4. Jobholder identifies all relevant SHE aspects and assesses the corresponding risks related to his/her job (e.g. use of machines, travelling, required training, ergonomics, etc.); acts in such a way that the SHE and security impact on him/herself and others is minimized (e.g. following instructions/procedures, knowing location of fire extinguishers, good housekeeping etc.); reports and gives follow-up to any incidents (near misses, injuries, dangerous occurrences etc.) to create a continuous learning environment.
5. Authorities
1) Veto any procedure or practice which violates the SHE & Security policy or requirements.
2) Stop any unsafe behavior or activities in the site.
3) Challenge any SHE issues with potential risks.
The Ideal:
1. Knowledge of and experience in relevant disciplines;
2. Rich hands-on experience of problem solving on SHE subjects in a chemical plant environment
3. Managerial and social knowledge and experience;
4. Good communication and social skills
5. University degree and above major in chemical, chemical engineering, environment or related subjects.
6. Broad knowledge, solid understanding of SHE & Security.
7. Dedicated team player with good communication & interpersonal skills, demonstrated flexibility and adaptability in a fast-paced environment.
8. Self-initiating individual with ability to establish priorities and meet deadlines
9. Good command of both Mandarin and English languages
10. Proficiency in PC based applications
