HSE Manager

Responsibilities

  

• Be responsible for Group Technology HSE management, especially for lab HSE management.

• Establish effective and integrated HSE Management Systems and SOP which apply corporate HSE policy and best practice, reflect legal requirements especially for lab management. 

• Train and guide employees to implement the Corporate HSE Policy, SOP, guidelines and environmental procedures to ensure employees, contractors and visitors enjoy high levels of safety, health and environmental protection.

• Continuously improve all aspects of HSE by establishing and maintaining an HSE Improvement Plan.

• Manage the audit program for each region lab and maintain an action plan to ensure timely completion of actions

• Liaise with HSE Regulatory organizations and government departments.

• Support the site’s Emergency Response Plan, facilities and team to ensure maximum protection to people, property and the environment in case of any emergency.

•  Functionally report to RHQ-QHSE for alignment with corporate policy.

• Other tasks assigned by line manager.

• Monitor site waste management operations to ensure compliance with Regulations and internal requirements.

• Identify process safety and property protection issues to reduce risks.

• Participate in facility project to provide HSE advice and support，to get necessary evaluation report, such as environment evaluation and safety evaluation.

• Implement process safety review, facility upgrade and MOC procedure.

• Ensure procedures are in place and site staff is adequately trained so that workplace risks are controlled in compliance with Regulations and Eastman Requirements.

• Ensure special work is well managed, hot work, confined space entry, climbing high operation, etc.

• Monitor and evaluate occupational health standards and advise management.

• Assess the needs for PPE.

                                  

 

  

Qualification

  

• Bachelor Degree in Chemistry or environment safety or related major.

• 3+ years’ chemical industry laboratory safety management experience.

• Be familiar with applicable national and local regulatory processes, current HSE practices, appropriate internal and external resources, etc.

• Working experience in coating industry is preferred.

• Certified national safety engineer is preferred.

• Good at English in both read and written.
