REPORTING MANAGER: AIC Site Manager
DOT LINE Asia Pacific EHS Ops Leader
GROUP/DEPARTMENT/LOCATION: RHQ / AIC Facility Operations/ Shanghai
Job Description:
Lead the development and implementation of health, safety and environmental programs to ensure site compliance with global standards and with Chinese national and local EHS law and regulations.
Major Responsibilities:
?？Lead the development of and provide leadership to achieve site’s environment, health, safety and security (EHSS) policy, goals and objectives with various lab teams and functions at the site in order to ensure / improve overall EHSS performance.
?？Assist facility manager on routine site operations in the area of EHSS.
?？Take the coordination of site EHSS committee, and provide assistance to subcommittees if needed.
?？Manage overall environmental programs to ensure that all aspects of the site hazardous waste and environmental permitting system are in compliance.
?？Assist and coordinate site physical security programs, procedures and contracted security force.
?？Manage HSSE related capital projects. Develop AFE’s and oversee project contractors/ vendors to ensure timely and on-budget project completion.
?？Recommend and implement programs for improved HSSE performance and encourage interest and participation. Prepare annual EHSS plans and periodic status reports.
?？Provide technical knowledge, guidance, counsel and first line response to requests for assistance.
?？Coordinate safety incident investigations and work closely with lab and function managers to complete thorough investigations, identify root causes and ensure timely corrective actions.
?？Prepare required HSSE reports, analyze behavior-based safety audits, first aid cases, near misses and accidents, to identify trends and opportunities, and make recommendations to improve safety performance.
?？Coordinate and/or conduct compliance HSSE training and ergonomics programs
?？Liaison with external Regulatory agencies & Corporate EHS Operations team as required for implementation of new programs, network meetings and site audits.
?？Provide leadership and administration of site emergency response team.
?？Assume responsibility for revising and updating site EHSS Manuals/procedures to maintain current policies with company and Chinese regulatory agencies.
?？Manage overall occupational health programs, and coordinate contract medical providers.
?？Manage and source Industrial Hygiene risk assessment and sampling/ monitoring programs
?？Oversee compliance of site fire suppression, alarm, access control and CCTV systems, assist in ITPM program.
?？Liaison with local fire department and insurance carriers.
?？Provide supports to the AP EHS Ops team as required.
?？Lead ACC Responsible Care Management System programs.
?？Track spending; prepare forecasts and budgets for all HSSE programs.
EDUCATION / EXPERIENCE REQUIREMENTS:
?？BS degree or above in Occupational Safety, Environmental Engineering, Preventive Medicine or equivalent engineering or science
?？Min. 3 year experience in similar role
?？Worked as similar role in R&D of MNC is preferred
?？Fluent in English and native tongue is Mandarin.
?？Excellent oral and written communication skills.
?？Excellent organizational and analytical skills.
?？Must have demonstrated ability to work in teams and handle projects/programs simultaneously.
?？Project management and contractor management experiences
?？Good computer skills and experience with Word, Excel, MS Project and similar software.
