职位描述
Purpose of the position
— Responsible to implement and ensure compliance with local legislation and company policies in terms of Safety, Health, Environment and to comply with relevant quality standards of the company. In addition, functional leadership in LINDE Gases (Yantai) Company.
Principal responsibilities
— Assist GM to improve safety management in LINDE Gases (Yantai) Company.
— To deal with SHEQ issue under the guidance of North SHEQ Mgr.
— Monitor operation and maintenance team on site regarding safety.
— Security guidance properly for in/out site of staff & visitors and contractors.
— Provide safety consulting and training to sites team.
— Carry out safety inspection, safety meeting, PWI, and audit as per annual safety plan.
— Follow up, supervise and support accident investigation, near miss report, Alert, PTW, MOC of site team.
— Cascade Linde safety policy and safety culture.
— Conduct safety support and monitoring for project at site.
— Monitor the changing or laws and regulations regarding safety and improve the site management.
— Liaison with government about safety issues.
— Improve all plants reliability and ensure PM and condition based maintenance implemented effectively.
— Critical spares assessment and sharing with maintenance team.
— Responsible/leading for QA management at site.
People management/industrial relations
— Liaise with HR for recruitment, employee relations, performance management, training and development.
— Take the leadership for employee development, and building strategic relationships and networks to help achieve the overall business goals.
Local Authorities/Legislative
— Establish and maintain cordial relations with local authorities (where he/she is based)
— Ensure all permit/certificate/license, operation/production related in place/effective, according to standards/regulations.
— Take the role of site coordination with different functions/lines in a site as whole site unit.
IS &L IMSS
— Insure Group IS policy is well implemented and Tracess chapters compile and learning are conformed to the Group's plan.
Key interfaces
— Internally: Centre Platforms, ROC, CSC,NSC, Marketing, Sales, Distribution, Finance Control, HR, IS, PE, TAM
— Externally: Customers, Customs, local authorities, suppliers, contractors etc.

Required qualifications/experience
— Degree in engineering discipline
— Typically 5+ years experience with process plant and field operations and/or 3+ SHEQ management capacity
— Good interpersonal skill and ability to influence people other line responsibility
— Acceptable both writing and speaking English capability
— Well understanding of operations BOP & initiatives, which are applicable for the area
— Capability development, himself(herself) and team, (including coaching and mentoring)
