POSITION SUMMARY:


The Asia Learning Performance Lead (LPL) leads the Asia Learning and Development Team in the implementation of learning strategy and local deployment of talent development/learning applications to support growth initiatives in the Pan Asia region. The LPL partners closely with the college leaders in Air Products University, regional business leads, and regional HR partners to understand business and talent requirements, identify performance gaps and causes for those gaps, and prioritize, implement, and evaluate talent development solutions that improve people performance. Leads the Asia Learning Leadership Team to understand the regional learning requirements, ensures that the enterprise learning process, standards, and tools as established by the Learning and Development Center of Excellence are applied to create value for the business. Collaborating with the colleges and Asia Learning Leadership Team, develops policies on language, localization, external partnerships, and implementation strategy to assure that learning and development interventions provide value to the business, meet local requirements, create customer focus, and build new capabilities in our Asia employees through tools, processes, corporate learning culture, and performance metrics.


Based in Shanghai, the Asia LPL will lead a team of 7 L&D professionals in diagnosing performance problems and opportunities, establishing the root causes of workforce performance issues, and implementing/managing appropriate talent development and human performance interventions that can include a broad range of talent development methodologies including formal and informal learning, curricular development, knowledge management, organizational learning, learning technology, change management, and continuous improvement.

·Talent development leadership and performance consulting (enterprise learning and development processes – business alignment and impact analysis/improvement) to all 10 colleges and 4 regional businesses

·Continuous Improvement projects worth $0.25 million/yr

·Business benefits case from learning in excess of $1 million/yr


Composition of typical teams led by the incumbent

·Manages a diverse team of 7 learning professionals in Asia

·Manages Air Products communities of practice when needed. Communities include 20 to 100 cross-functional employees chartered by a business lead for commercial significance.

·Forms project teams to implement the business benefits above and ensure they are sustainable.

·Leads regional learning leadership team in Asia. Team has 10 to 20 members representing the countries, businesses and functions.


PRINCIPLE ACCOUNTABILITIES:


·Oversees execution of learning, talent development, and change strategies developing work processes, tools, KPI’s and work plans to monitor effectiveness

·Develops learning implementation strategy for the Asia region that is aligned with the global learning strategy

·Manages a budget of $1 (Million); develops plans, budgets, resourcing strategy, action steps and timelines for learning, talent development, and organizational change programs

·Manages the People College in Asia. Responsible for implementing management development programs and people skills training

·Member of the Learning and Development Leadership Team

·Chairs the Asia Learning Leadership Team

·Provides external solutions as needed where global third-party providers are not available; develops requests for proposals and manages vendor relationships

·Partners with stakeholders to align business metrics before learning and evaluates program outcomes through the use of various data collection and measurement strategies including automated learning analytics, focus groups, key performance indicators, scorecards, and ROI

·Focuses on implementing practices that promote the transfer of learning to on-the- job performance that achieves business impact

·Develops learning capability through effective coaching with business and functional leaders; helps to steer the organization from a training organization to a learning organization

·Stays informed about leading edge learning and talent development practices

·Coaches, develops, and manages performance of direct reports

·Identifies and initiates improvements for efficiency and effectiveness

EXPERIENCE:


·Requires minimum of 8-10 years of learning and development experience across the region; 5 years in management. Baccalaureate degree required. Advanced degree in organizational learning, human resources development, or organizational development strongly preferred.

·The incumbent will have knowledge of learning and talent development principles such as adult learning, human performance improvement, instructional design, curriculum management, learning delivery channels, collaboration, career development, idea management, and best practice transfer. The incumbent will have a working knowledge of Continuous Improvement process and tools (Six Sigma or Lean)

·Experienced in the development of blended learning programs using formal and informal methods, social media, virtual learning, and learning technologies

·Bilingual in English and Chinese required

·Experience in a large, multi-national manufacturing firm is preferred


LOCATION


This position is based in Shanghai with the ability to travel up to 25% in the Asia region. Relocation or Expat package is not applicable.
