1. PURPOSE

This job prequalification and responsibilities is for Air Products permanent Field Construction engineer for overall control include Civil, Mechanical , E-I Construction etc , with experience in gasification and or HYCO projects.

2. EXPERIENCE/SKILL REQUIREMENTS

This document lists the minimum and preferred requirements for a field representative.

3.1 Experience Requirements

3.1.1 Minimum five (5) years experience in the construction field of Civil, M.E.I in a key man position (i.e., foreman or above with at least five (5) references in determining capability), or better have a degree in engineering relative with Construction, or Chemical Engineering from an accredited engineering university. Prefer had work experience in US , EUROPE big name construction engineering company.

3.1.2 Prefer to have Gasification and or HYCO management work experience.

3.1.3 ASU, work experience is nice to have

3.2 Computer Skill Requirements

3.2.1 Basic computer skills including Word and Excel, as well as the use of electronic mail and the Internet.

3.2.2 The ability to use in house programming such as Microsoft project , P6 and STAC.

3.2.3 Job holder will need to learn programs such as the Lean construction, APT system, manpower data base system, CCO data base, JSA data base, as well as other programs such as Micro soft project ,CAD and then insure all field supt’s are following them

3.3 Interpersonal Skill Requirements

3.3.1 Be able to work with minimal supervision and be self-motivated.

3.3.2 Be able to move from location to location including foreign travel.

3.3.3 Have civil , and mechanical electrical instrument technical qualities etc to guide contractor to perform work per AP construction specification and relevant Chinese code.

3.3.4 To represent Air Products' best interests.

3.3.5 To be able to adapt to changing work processes.

3.3.6 Be able to handle a high workload and manage stress.

3.3.7 Ideally to have the capability to provide input into constructability, construction safety, quality control, and scheduling (including input into procurement deliverables) for different kind of projects.

3.4 Communication Skill Requirements

3.4.1 Have good communication skills.

3.4.2 Be able to work in a team environment.

3.4.3 Be English speaking, but multiple language skills would be a benefit.

3.5 Technical Skill Requirements

3.5.1 Be able to interpret technical documents, drawings, and specifications.

3.5.2 Have good organization and time management skills.

3.5.3 Be able to coordinate various contractors on a project.

3.5.4 Be able to develop Construction Change Order estimates and control budgets.

3.5.5 Be able to develop and monitor a detailed construction schedule.

3.5.6 Know and demonstrate a strong Air Products safety culture and enforce this on a construction site.

3.5.7 Prefer to have SS, AL welding , Pressure, NDT testing experience and be able to check and approval WPS and PQR .

3.5.8 prefer to have crane lift experience.

3.5.9 Be familiar with various kind of temperature, pressure, level components,.

3.5.10 Be able to oversee vessel filling , Insulation installation, Painting , Oxygen cleaning , Pipe Cold bending knowledge.

3.5.11 Prefer to have Gasification and or HYCO management work experience.

4 MISCELLANEOUS REQUIREMENTS

4.1 Have an adequate standard of health and fitness (e.g., be able to climb in pipe racks, on ladders, to top of columns and cold boxes, and walk extensively in the field daily, and be able to pass a respiratory fit test if needed).

4.2 Be able to work at heights.

4.3 Be able to work extended hours if needed, including weekends and some holidays.

4.4 Be in compliance with all company requirements including the drug and alcohol policy.

4.5 Prefer to have a current valid drivers license.

4.6 Have or be able to obtain a passport.

5 RESPONSIBILITIES

5.1 Coordinate the Civil , Mechanical, and E&I work of the construction contractors during the construction period and during the commissioning/start-up period where customer, joint venture partner, and Product Supply Organisation representatives are present.

5.2 Monitor and ensure contractor's compliance to Air Products Safety Standards.

5.3 Report to the home office construction manager/ Supervisor/ site manager of any potential safety hazards and unsafe conditions before construction starts on a project. This "audit report" must include the plan of action to promote safety awareness and eliminate unsafe conditions.

5.4 Monitor the work of each contractor and make sure the quality of workmanship and materials meet contract requirements.. Manage the design queries.

5.5 Responsibilities include assessing and forecasting workload and skills demands on a site basis to secure schedule

5.6 Ensure that the contractor makes arrangements for receipt, inventory, storage, and safe handling of materials and equipment purchased by Air Products that are delivered directly to the job site.

5.7 Review and agree to the schedules and manning levels with the contractors and review update progress during the weekly meetings.

5.8 Report to the home office construction manager / Supervisor of Construction Engineering problems such as labour shortages, strikes, equipment delivery slippages, availability of contract documents and drawings, etc., which threaten to adversely affect job cost, schedule, quality, or safety. In addition, customer complaints related to Air Products scope shall be reported in writing immediately.

5.9 Arrange for testing and witnessing all different testing of all pipe pressure systems and maintain a log as indicated in the Construction Quality Audits, or project quality plan.

5.10 Maintain daily records and weekly reports as required in the appropriate CEP.

5.11 Submit on time all necessary reports to the Air Products main office.

5.12 Keep an organized filing system in the field office.

5.13 Ensure compliance with specifications, site conditions of existing plants, job safety analysis (JSA) safety work permits, building permits, national health and safety requirements as per country .

5.14 Issue construction change orders (CCO) according to instructions in the appropriate CEP. No verbal commitments are allowed.

5.15 Review and approve contractors/suppliers Part Payment Certificate (PPC) or invoices for payment without delay per required. Invoices are to be signed and stamped with date received and date of approval. If an invoice or PPC is held or rejected, the field representative will notify the contractor/supplier in writing explaining the reason for holding the invoice or PPC. A copy of this notification shall be sent to the Air Products Construction Engineering Department head office. Refer to the appropriate CEP for more detailed instructions.
