权限和职责:
1. 监督、指导、部门贯彻实施公司的政策方针和战略计划。
Supervise and direct the department to follow up the policy and strategic planning of company.
2. 制定部门的年度管理计划、预算及支出费用。
Institute the annual managerial plan, budget and expenditure scheme of the department.
3. 发展和管理实验室客户服务。
Develop and manage the customer services.
4. 负责部门内人力资源规划、人员培训和发展等方面的管理工作,保存有关记录。
Responsible for managerial work of planning on human resources, training and development of personnel in the department and maintain the relevant records.
5. 确保部门正常、安全、高效地运作,及时处理不良的作业方式及行为,并负责纠正、预防等措施的落实和跟踪工作。
Ensure the department to operate in a normal, safe and high efficient way, handle as promptly as possible the inferior work mode and behavior, and responsible the corrective, preventive actions taken and follow-up.
6. 确保测试工作所需的各类资源的供应与落实,督导有关人员及时更新测试/检查标准、方法、买家要求等技术情报资料。
Ensure to provide and finalize sources demanded for the testing work, and supervise the relevant stuff to update technical intelligence and information of testing/inspection standard, method, buyer’s requirement etc.
7. 检查和签发测试报告,负责报告的审批与修改;负责调查、处理客户投诉,制定相应的改进计划和纠正措施,并督促落实到位。
Review and issue by authorize and modify the test/inspection reports, deal with customer complaint and formulate and follow up according improving scheme and corrective measures.
8. 负责协调测试分包的审批与分包商能力评估的工作。
Responsible for appraisal and assessment of the sub-contractor.
9. 负责协调本部门与公司其他部门之间的有关事宜及合作项目。
Responsible for the relevant inter-department and cooperation matters.
10. 负责对部门内所有工作人员,在能力、技术、工作态度等方面的评估,及时进行相应的调整。
