海关商品编码归类分析师

岗位信息:
通过分析产品信息,有效地支持客户的海关合规流程,完成协调制度税则编码 (HTS)、欧洲出口分类编码(EU ECN)及出口管制分类编码(ECCN)(以下简称归类编码)归类工作。利用工程系统协助认识产品,获得和分析技术联系人提供的商品信息,以得到正确的归类结果。为客户和其他部门提供归类支持。

岗位职责:
1. 利用客户提供的信息和工程系统来协助识别产品性状、适用和功能;
2. 根据归类规则及海关规定,通过深入分析,最终对产品进行归类;
3. 促进团队和公司目标达成,包括但不限于以下:
- 全面了解商品归类的归类规则及相关海关法律和法规;
- 全面了解客户流程,更新和维护流程,就流程优化提供意见;
- 审核客户提供的物料清单、技术材料、图纸和其他资料准确归类;
- 与客户就有关产品详细信息的问题进行沟通;
- 通过分析客户提供的数据,审核现有商品编码的准确性,并更新到系统;
- 积极参与团队会议,客户会议和其他会议;
- 视需要向其他部门提供援助或支助;
- 更新、维护和改进产品信息收集问卷;
- 为归类主管提供每周工作状态及工作量汇报;
5. 符合质量管理体系和KPI要求,并及时汇报更新;
6. 遵守公司规章制度。

任职要求:
1、大专以上学历(机电、化工专业优先),1年以上工作经验;
2、有报关证者优先;
3、有归类证书者优先;
4、分析能力较好;
5、组织和沟通能力较好;
6、团队意识强;
7、英语(口语和书写)较好,有专业技术词汇知识和第二外语者优先;
8、熟练使用 Microsoft Excel,Word,PowerPoint及Access。


Position summary:

Efficiently supporting the client’s Customs Compliance process by analyzing product information in

order to assign Harmonized Tariff Schedule numbers (HTS), Export Classification Number for Europe

(EU ECN), Export Control Classification Number (ECCN) - hereinafter referred to as classification code.

Utilizing internal and external engineering systems to assist in parts’ identification; obtaining and

analyzing part-specific information provided by external engineering contacts to arrive at correct

classification; and providing classification assistance to STTAS’ clients and internal departments.





Responsibilities:

1. Utilizing client-supplied information and engineering systems to assist in identifying the form, fit

and function of products.

2. Through completing an in-depth analysis, ultimately classifying and justifying categorizations of

products according to government-provided regulations.

3. Facilitating all team and company objectives for effective performance, including but not limited

to the following:

- Obtaining a thorough understanding of Customs laws concerned and regulations regarding

product classification.

- Developing a thorough knowledge of customer desk procedures; updating and maintaining

procedural changes as necessary; and providing input for process improvements.

- Reviewing all new items to assign a classification code; if an accurate number cannot be

provided, providing client contact with questionnaire, indicating the item requires further

research.

- Reviewing client-supplied bills of material, technical materials, drawings, and other literature

to ensure proper classifications are assigned; assigning classifications to parts on bills as

required by client.

- Communicating with client on issues regarding detailed information on items.

- Reviewing existing tariff numbers for accuracy by analyzing data supplied by client.

- Reviewing Tariff Schedule numbers assigned by external supplier for accuracy; updating the

mainframe system as necessary.

- Attending and actively participating in team meetings, client status meetings and other

meetings as required.

- Providing assistance or support, as needed, to other STTAS departments.

- Updating, maintaining and providing improvements to the product questionnaires.

- Providing Classification supervisor with weekly status reports and account for work performed.

4. Producing work product in accordance with capacity models and reporting ongoing metrics on a

regular basis.

5. Complying with the quality management system, KPIs and provide updates as necessary.

6. Complying with company policies, procedures, and guidelines.


Minimum Requirements:

1. College degree (technical degree preferred) and 1+ year of business and classification experience.

2. Customs Brokers License preferred.

3. Classification certificates preferred.

4. Very good analytical skills.

5. Very good organizational and communication skills.

6. Very good English (both verbal and written) preferred technical vocabulary knowledge and a

second foreign language, if required.

7. Very good knowledge of Microsoft Excel, Word, PowerPoint and Access if necessary.
