Main responsibility:

1. Lead by example in full compliance with HSE policy, rules and requirements and hold accountability to promote safety culture of site. 

2. Give focus on site field safety by conducting frequent safety walkaround, inspection, audit to monitor the behavior and condition safety, as well as HSE compliance status in rountine operation, maintenance and project of site.

3. Setup and maintain Safety Work Permit System, include Hot work, Confined space entry, Working at high permit, Line breaking/Energy isolation/LOTO and etc.

4. Collaborate with operations, engineering and other functions/department of site for proper hazard recogtion, risk assessment and corresponding control system. 

5. Maintain HSE management system (ISO 14000 & ISO 45001) of site on regular basis.

6. Keep close monitoring and updating of all applicable law & regulation of the site, e.g.  environmental protection, safety, fire protection, occupational health etc. Conduct gap analysis and come up with action plan to close those gaps in a timely manner.

7. Develop/launch site specific HSE procedures in complinat with regulatory requirement and company requirement; 

8. Plan and conduct HSE relevant trainings to site staff and/or contractors. 

9. Carry out audit inspections, timely identify and notify relevant units of responsibilities to eliminate potential accidents in site. 

10. Organize emergency response drills, manage incident reporting, investigation and RCA.

11. Supervise hazardous waste handling process to ensure compliance and find opportunity for improvement in terms of sustainability.

12. Maintain process safety management system and conduct PHA with team for project/MOC/revalidation per plan.

13. Complete other tasks assigned by superior leaders.  

Requirements:

Hard qualification:

- Bachelor or above college degree in major of chemical engineering and chemistry related, Safety Engineering, Environmental Engineering and holding certificate of China Registered(chemistry) Safety Engineer.

- At least 3 years hands-on working experience in HSE management of manufacturing site. (Multi-national company DG plant experience is preferred)

- Solid experience on Process Safety Management is preferred.

Soft qualification:

- Good problem-solving ability, strong communication skills, and good teamwork/collaboration, positive attitude and hard working.

- Basic Microsoft office skills

- Passable English speaking/writing skills.
