LRL China IT Systems Manager - Development Center of Excellence (DCoE)

This position supports clinical development-related information and technology solutions for Lilly Research Laboratories (LRL) DCoE China at Shanghai, China, which is focused on development of pharmaceutical products in China. As part of the global LRL IT organization, the individual in this role is accountable to work with the LRL IT DCoE Dedicated group and broader IT components to implement specific local capabilities and global solutions at the DCoE site in China, while also recommending and supporting solutions in support of the overall multi-site R&D plans of the company. This role will report directly to the head of LRL IT China.
The successful candidate for this position will be accountable to:
? Work as an aligned and contributing member of the LRL IT Global Organization
? Understand the global and local LRL clinical development process with specific emphasis on clinical development-related information and technology solutions
? Effectively work with business and IT peers to recommend and implement China and global IT projects in support of LRL's DCoE mission in China
? Recommend, implement, and transition LRL DCoE IT standardized process by leveraging existing or emerging systems and minimize the overall IT assets
The job tasks listed below outline the scope of the position. The application of these tasks may vary, based upon current business needs.
KEY OBJECTIVES/DELIVERABLES:
? Works onsite to ensure the delivery of DCoE China by supporting clinical development related IT systems and infrastructure at this site.
? Partners with site-specific and global LRL DCoE personnel to understand business needs and priorities.
? Understands, supports, and trains on-site personnel on appropriate existing and in-process DCoE IT assets, including systems in areas of medical, regulatory, clinical operation, medical liaison, global patient safety, medical affairs, medical information, medical communication, medical education, portfolio and project management, and statistics.
? Provides IT support to regulatory submission at the China site, including assessment of current submission process and recommending IT solutions for optimization.
? Provides medical informatics support to enable Lilly's clinical development strategies in China.
? Recommends appropriate process, information and technology solutions that address DCoE needs based on balanced business and IT technical knowledge.
? Provides onsite troubleshooting on LRL DCoE IT Process, Asset, and Infrastructure issues and actively works to resolve issues quickly and efficiently.
? Coordinates with Lilly Emerging Market Business Unit IT and Global IT infrastructure teams on various aspects IT support to DCoE China.
? Works to position recommendations within the context of the multi-generational roadmaps and associated transformation plans for the LRL IT DCoE assets.
? Works with LRL IT management and the Solution Delivery organization to recommend, prioritize, develop, and integrate solutions into the LRL DCoE process and retire replaced assets.
? Accountable to execute LRL IT DCoE priorities and work to manage expectations in support of delivering these priorities to LRL partners.
? Insures effective change management for assets in conjunction with support organizations
? As needed for the global LRL IT organization, manages and/or provides oversight to Asia-based partners and partner project work.
? Is an active contributor on Lilly's long term strategy from the IT perspective

MINIMUM REQUIREMENTS:
? Fluent in spoken and written English (native speaker equivalent)
? B.S. in a Medical Science or Pharmacy-related field and experience in IT or B.S. in Computer Science with extensive experience in supporting medical organizations.
? Solid understanding of regulatory submission process in China.
? Experience in a research and development environment in the Life Sciences or Pharmaceutical Industries.
? Strong and broad IT technical knowledge. Broad knowledge in medical fields.
? Quick learner
? Good communication skills and active team player
? Patient, honest, responsible, helpful, customer-oriented and can work under pressure
? Ability to multi-task effectively


ADDITIONAL SKILLS/PREFERENCES:
? 2+ Years Pharmaceutical Experience
? Basic understanding of the R&D systems and infrastructure across life sciences or pharmaceutical industry businesses and functions.
? Ability to communicate within a clinical development environment and translate their needs into appropriate IT systems and processes.
? Demonstrated ability to assess business challenges, design and operationalize needed analytics
? Demonstrated ability to influence peers and management (IT and non-IT) to drive project and process outcomes.
? Expanding networking, interpersonal and relationship skills
? Intellectual curiosity, external perspective, and innovation interest
? Experience leveraging standard solutions to deliver maximum value
? Strong financial and business case development skills
? Demonstrated rapid learning agility
? Excellent collaborative skills with the ability to communicate across domains with medical professionals, IT specialists, and computer novices

OTHER REQUIREMENTS:
? Able to be flexible in working hours (to coordinate with different time-zones)
? Some travel as needed
