Job Description
Position: C&B Manager
Reporting Line: Head of HR, East China
Working Location: Shanghai
Purpose of role:
The Compensation & Benefits Manager leads the design and delivery of Compensation and Benefit programs in company, to manage employee relations and employee services to meet company’s business requirements. This position will assist Head of HR, East China to:,

? Designing, implementing and developing Compensation & Benefits strategy which is aligned with the business needs, in order to ensure that the C&B team meet their objectives. To be tasked with creating a fair and competitive standard that enables employees to contribute their very best to the business.

? Ensures compliance of the organization’s practices with applicable labor legislation and collective labor agreements.

? Ensures employee service daily operations smoothly and efficiently, provide professional and efficient service to both internal and external customers.

This position requires profound professional knowledge at C&B, Employee Relations, Shared Service areas, excellent communication and influencing skills to intact with management team and HR peers, and strong leadership in team management.


Responsibilities:
? Compensation and Benefit:

o Drive compensation and benefits thought leadership and efficiency.
o Monitor program effectiveness and drive improvement initiatives. Design and implement the company’s compensation and benefit programs and activities to meet the company’s objectives with regards to internal equity and external market competitiveness;
o Liaise with leadership to formulate, design and implement programs, policies and practices.
o Participates in negotiation of agreements with insurance carriers and financial institutions for administration of benefits programs and provides technical backup to union negotiations on benefits matters.
o Assures that required records and reports are maintained and issued.
o Assures proper evaluation of jobs.
o Counsels managers on individual salary treatment for benefits programs, such as insurance plans, paid time off, bonus pay, etc.

? Employee Relations:

o HR Policy & Process Management to meet business requirement and align with labor law.
o Researches current and potential labor relations problems, opportunities, and issues, and evaluates their impact.
o Recommends alternative courses of action.
o Develops plans to address specific issues.
o Provides advice to HRBPs and ensures uniform interpretation of Labor laws. Secures professional legal support from internal or external legal counsel as required.
o Assures compliance with contractual agreements.
o Maintains informal communications with union on a continuing basis.


? C&B System:
o C&B system design and implement based on HR operation needs, to integrate HRIS to improve operation efficiency.
o C&B system daily management and enhancement, to ensure the system/data is accurate and input on time.

? Employee Service:

o Ensure the smooth C&B operations, like on-time delivery of monthly payroll, annual bonus, annual special salary adjustment, and annual salary review.
o Ensure the team provided appropriately and efficiently support for employee’s Hukou, Resident Permit and certificate issue, etc.
o Labor contract management, attendance management, etc.

? People Management:

o Manages and motivates subordinate staff. To inspire, lead and motivate team consisting of consultants and analysts.
o Reviews and assesses performance;
o Able to coach and develop team members. Builds employee capacity, supports their professional development and enables employees to optimize their contribution to the department.
