Primary Purpose:

This position is responsible for HR management and development (including recruitment and staffing policy/practices, discipline, grievance, remuneration and benefit, contracts, training and development, succession planning, moral and motivation, culture and attitude development and performance appraisal) and managing a variety of services that support and affect the corporate and all field operations in administration.

Specific Duties and Responsibilities:

HR Department Supervision
* Direct, guide, coach and develop subordinates in implementing company’s policies to continuously improve team’s performance and provide required services to support all divisions

Policies and Procedures
* Administer and maintain policies and procedures relative to all Human Resource activities including but not limited to employee and labor relations, hiring, termination and employee conduct.

Recruitment and staffing
* Manages recruiting, interviewing, selection and placement of applicants for employment
* Emphasizes development and deployment of creative, low cost and needs-oriented sourcing plans in alignment with organization’s staffing goals.
* On board and exit procedure
* Contract management

Remuneration and benefit
* Carry out the remuneration and benefit policy and procedure including monthly salary payment and individual tax declare, FESCO payment, quarterly budget and so on.
* Provide assistance to management for investigating remuneration and benefit marketing status and building up grading system and remuneration and benefit systerm to motivate staff with high productivity and keep internal and external equity in remuneration and benefit

Performance appraisal
* Assist management to establish and maintain appropriate performance appraisal system to make sure internal equity in payment and appraisal

Staff relation
* Deal with staff complain
* Implement all kinds of staff activities to improve staff morale (such as outing, staff annual party and etc.)
* Responsible for investigating, resolving and advising on employee relations issues and recommend corrective action as needed.
* Provide assistance to management in resolving employee relations problems and/or issues.
* Assist management on all employee relations matters.

Annual and Quarter budget
* To build up HR & Admin annual budget and quarterly forecast in line with company development and situation in order to make all the expenses is under control and management

Staff training
* Analyzes and determines training needs and designs and delivers training programs in areas of performance evaluation, progressive discipline etc and responsible for organizing orientation.
* Plan, develop and implement strategy for staff training and development, establish and maintain appropriate systems for measuring necessary aspects of staff training and development.
