Responsibilities:
- Oversees the preparation of detailed mechanical, electrical, civil and/or structural designs for solar power plants.
- Accountable for on-time delivery of permitted set of construction drawings for optimized system design that meets all project specific requirements on multiple project designs simultaneously; Manages competing priorities and overcomes obstacles to successfully meet submittal dates.
- Leads and supervises the project engineering team in preparation of project deliverables, including detailed procurement and construction drawings and specifications to meet agreed upon schedule at a set budget.
- Assesses and anticipates deliverables needs, reviews and edits engineering budget and schedule, and communicates resource needs.
- Assist in the transition of projects from the Project Development to EPC groups, working closely with the responsible Development Engineer during the latter stages of project development due diligence.
- Facilitate the transition of project responsibilities from the Project Development to EPC group and be the responsible manager for who receives and owns the technical information from Project Development.
- Represents CCPV in project team meetings covering engineering and technical issues, including meetings with the public and regulatory authorities, investors, EPC contractors, construction subcontractors, and inspectors.
- Primary interface with Project Manager on matters relating to detailed engineering progress, quality, scope and schedule.
- Maintains responsible control over all design activities pertaining to the project, including engineering, quality control, and code compliance.
- Uses understanding of construction logistics, site preparation, material and labor costs to ensure design optimized and value engineered to the greatest extent possible.
- Supports Project Manager in updating and maintaining overall project schedule and budgets for portfolio of projects.
- Is subject matter expert and used as a resource for cross-discipline CCPV employees. Schedules and leads Design Review meetings.
- Leads in defining a project’s functional and spatial requirements. Estimates costs and develops schedules for the design of solar arrays.
- Creates Scopes of Work for engineering consultants and modifies and updates the boilerplate scopes as needed.
- Mentors junior engineers.

Requirements:
- Minimum requirements - The least amount of skills and training candidates must have to do a specific job. Candidates not meeting these requirements will not be hired for this position.
- A Bachelors degree in Civil, Mechanical, Electrical, or Structural Engineering OR a Masters degree in Architecture
- Minimum of 10+ years project engineering experience in the design/build, EPC or utility electricity generation field .
- Licensed Professional or Chartered Architect or Engineer in electrical, mechanical, structural or civil engineering.
- Excellent, demonstrated civil, electrical, structural or mechanical design skills.
- Thorough and demonstrated understanding of electrical design, materials and methods of installation, especially in power generation.
- Strong AutoCAD and proven ability to generate accurate, highly-detailed construction drawings

- Fully-developed and professional interpersonal skills; ability to interact effectively with people at all levels of the organization, as well as outside customers and vendors.
- Proven ability to work in a team environment with a project delivery focus.
- Excellent organizational skills to manage time well, prioritize effectively, and handle multiple deadlines.
- Extremely strong communication skills, both written and verbal.
Proven ability to delegate and prioritize work of engineering team, drafters, technicians, and interns
- Fluent familiarity with construction and electrical codes.
- Proven ability to successfully procure, monitor, and assess subcontracted consultants.
- Able to communicate fluently in conversational and written English and Mandarin Chinese
- Preferred requirements.
- Extensive construction experience in the solar PV industry.
- Strong familiarity with construction costs, schedules, and project accounting.
- Expertise in permitting and interconnection requirements for PV energy projects in Inner Mongolia and other regions in China.
