Project Controls Manager;
? Working location: Shanghai

Responsibility:
The aim of this position is to provide a standard set of tools/execution systems for project implementation, the goal being that the Project Controls Manager would be assigned to a project during the kick-off phase to roll-out the systems and have them running for the Project Manager to take over to control the project. By standardising the controls systems for project execution we aim to increase the efficiency of the organisation by; reducing set-up costs, lowering/controlling risks, providing more control of execution therefore lowering overall labour costs.

The position could be rolled into the IT/Systems Integration department as we would be looking to continue and expand the software solutions we currently have and are investigating.

Summary job scope would cover;
1. Project Controls Deliverables;
a) Project Execution Plan (PEP) – Generic Version for different types of project (Phase 1)
b) Project Procedures Manual (PPM) – Generic Version (Phase 1)
c) Project Scheduling – Coordination (Phase 2)
d) Project Cost Control System – Coordination (Phase 2)
e) Project Document Control System (Phase 1)
f) Project Collaboration Platform (Portal) (Phase 1)
g) Project Risk Management System (Phase 2)

2. General
a) IT Department Management
b) Systems Integration Management
c) Organisation Training System - Framework

3. Other Potential Areas;
a) Converting all HR related forms to on-line
b) If new execution system is rolled out (i.e. PrimaVera Expedition) Management of process
c) Integration of MTS
d) Mobile device forms
e) Proposals Management System

Detailed Job Scope
1. Project Controls
The Project Controls Manager would be involved at the start of the proposal phase to understand the scope of the project and to assist to ensure that the costings for the project execution systems are integrated into the proposal costs this would also cover any IT budget allowances for the project.

 
Once an order is received and the project kicks-off the Project Controls Manager would be responsible for;

a) Be part of project kick-off to ensure that procedures are followed from the beginning and are set-up in the correct manner, suitable for the project.
b) Creating a set of project procedures tailored to the size/type of project and client.
c) Ensuring that training is set-up and completed for the project procedures for the personnel involved in the project.
d) Set-up and implementation of the Project Document Control System. Ensuring the system is operational and that people are trained in its use.
e) Set-up and implementation of the Project Collaboration Platform (Portal) to level of sophistication required. Ensure the system is operational and that people are trained in its use.
f) Ensure risk management is being performed and that plans are in place for risk elimination or mitigation.
g) Project Scheduling System. (Phase 2)
h) Project Cost Control System. (Phase 2)
i) Assist in performing audits of project controls at various milestones in the project to ensure compliance and that systems are being used.
j) Assist in performing audit/lessons learned at the end of the project to bring continuous improvement to the Project Controls Systems and ensure that incorporation of the lessons into the systems.

The above represents the standard scope for the Project Controls Manager, however, in addition to the above there are several other items that need to be addressed;

1. IT Management needs to be continued to ensure that the framework is in place for future development and expansion.
2. Project Collaboration System (Portal) needs to be completed with all the features we have currently planned.
3. Document Control System needs to be developed/tested so that we have a standard to use. This needs to be on-line to tie into the other technology items we are investigating.
4. Generic Project Procedures Manual needs to be completed so that we have the framework in place for future development.
5. MTS integration/set-up needs to be completed.
6. Mobile device system set-up needs to be implemented and tested.
7. Training system framework needs to be investigated and implemented for the organisation.
8. HR Systems need to be investigated and implemented to begin to transition the office to a paperless environment. This would then need to be rolled out to the general office requirements to create a more efficient working environment. (Timesheets, etc)
9. Proposals management needs to be developed and migrated into an on-line environment, similar in design to the project portal to improve efficiency and proposal through-put.
10. Vendor/Cost data-basing needs to be developed and migrated into an on-line environment.
